SUMMARY:

 Under the direction of the Chief Operating Officer (COO), the 340B Program Coordinator will serve as the covered entity’s 340B Program compliance expert. Acts as the liaison with departments to ensure 340B Program integrity. Leads the health center’s 340B oversight committee, which includes members from senior leadership, pharmacy, compliance, legal, and finance. Shares expert knowledge of the 340B Program to staff regarding ongoing compliance and will have a dotted line to the Pharmacy Manager. Develops and maintains internal relationships (accounting, legal, operations) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers [PBMs], and third-party administrator vendors) as needed. Actively engages with senior leadership and participates in decision-making processes related to the implementation of new 340B processes 


GENERAL DUTIES & RESPONSIBILITIES:

  

· Serves as the company’s subject matter expert for the 340B program.

· Responsible for OPAIS management, supervising the external audit, supervising, and approving the internal audit results (monthly or quarterly)

· Works collaboratively and develops relationships with entities, wholesalers, manufacturers, pharmacies, and software vendors.

· Interfaces with governmental and 340B support agencies, as necessary.

· Actively engages with the Chief Operating Officer, Pharmacy Manager and Senior leadership to participate in the decision-making related to the implementation and development of the 340B program and regular compliance audits.

· Develops, modifies, and ensures that 340B policies are in accordance with current state, federal and system program requirements.

· In coordination with the Compliance Officer, creates training and competency materials for all staff and leaders who work with the 340B program.

· Provides regular education to client’s staff on policies and procedures related to 340B compliance.

· Responsible for ensuring that the HRSA 340B database is accurate for all entities.

· Responsible for ensuring registration of any new site within the allotted time.

· Performing monthly audits or compliance assessments

· Lead implementation of new TPAs

· In coordination with the COO, review and negotiate pharmacy services agreements.

· Become proficient in accessing, editing, and updating the TPA portals.

· Reconcile utilization records and 340B purchasing accounts to ensure that TPA software is working properly and accurately.

· Responsible for compliance review and operations of clinic-administered medications, outpatient prescriptions fulfilled by an owned pharmacy and outpatient prescriptions fulfilled by a contract 340B pharmacy.

· Follow through in resolving any audit findings.

· In coordination with the Pharmacy Manager, maintain all required elements for efficient pharmacy operations.

· Establishes appropriate metrics and analyzes them to identify ways to maximize the 340B program to meet the needs of underserved patients.

· Develops action plans and recommends them to COO, to close identified gaps or risk points.

· Collaborates with Pharmacy Manager regarding drug selection, ordering, procurement, and inventory management.

· Assists in implementing software and adapting business practices based on anticipated regulatory changes.

· Other duties as assigned.

Requirements

      

Education:   Bachelor’s degree in pharmacy, accounting, finance, business or healthcare   related field or 4 years of additional 340B Program Manager experience.

Experience: 

· (3) Three years   of FQHC experience in a combination of the following areas: government   regulations, auditing, project management and/or pharmacy operations

· Excellent oral   and written communication skills

· Demonstrable   ability to understand and interpret various regulations and standards.

· Advanced   analytical skills

· Advanced   technical computer skills required, familiarity with data manipulation.   Proficiency in Microsoft Office applications including Outlook, Excel, Word,   and PowerPoint.

· Interpret and   apply health center policies, procedures, and industry regulations; work cooperatively   with administrators, revenue management, service providers, and others; work   independently, exercise professional judgment, and manage diverse and   conflicting priorities and projects effectively and meet deadlines.

· Strong   knowledge of pharmacy software applications with an aptitude for teaching

Certification/Licensure:  340B Apexus Certification required. 

Software/Hardware: Must be proficient and have a strong working   knowledge of Microsoft Office (Outlook, Excel, Word, and Power Point).
