COMPENSATION &BENEFITS:
 0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Description

Responsible for planning, organizing and supervising a variety of administrative, business, analytical and liaison functions for the designated County department or local government agency; analytical and interdepartmental coordination activities; oversees specified operational functions directly or through subordinate supervisors; administrator for department IT software.

  • Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
  • Analyzes and solves difficult administrative and accounting problems; establishes accounting policies, controls, procedures and priorities in accordance with County policies and practices; tracks, monitors and reports expenditures.
  • Coordinates and assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department or agency; coordinates the preparation of the department's capital, operational and supplemental budgets.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Directs and participates in human resources management activities of the department or agency; interprets County policies and procedures to employees and ensures that departmental activities are in compliance with codes, regulations, and procedures.
  • Coordinates and participates in departmental or agency purchasing activities, including the preparation and distribution of requests for proposals for professional services; analyzes proposals and negotiates and administers resulting contracts.
  • Directs the planning, acquisition and maintenance of all physical space and equipment required by staff.
  • Manages grants and supplemental funds; ensures adherence to program requirements; directs the preparation of compliance documentation and reports.
  • May oversee and direct specific operational staff and activities related to the functions of the department or agency to which assigned.
  • Directs and participates in various committees and task forces; organizes activities and provides for staff support; prepares or reviews a variety of narrative and/or statistical reports, correspondence, agenda items, policy papers, presentations and other written materials.
  • Oversees specified long- and short-term projects; represents the County and the department in meetings with other departments and agencies.
  • Uses standard office equipment, including a computer, in the course of the work.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor's degree in public administration or a closely related field; AND four (4) years of professional level experience in a combination of accounting, budgetary and administrative management; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills

Knowledge of:

  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles, practices and terminology of general, fund and government auditing and budgeting.
  • Principles and practices of both internal and external audits.
  • Principles and practices of project planning, development and evaluation.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.
  • Principles and practices of contract negotiation and administration.
  • Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.
  • Principles and techniques of making effective oral presentations.
  • Computer applications related to the work.
  • Records management principles and practices.
  • Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone.

Skill in:

  • Planning, assigning, supervising, reviewing and evaluating the work of staff.
  • Training staff in work procedures.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Assisting in developing and implementing goals, objectives, policies, procedures and work standards.
  • Interpreting, applying and explaining complex federal, state and local laws and regulations.
  • Analyzing, balancing, reviewing, interpreting and reconciling financial reports and transactions.
  • Ensuring proper authorization and documentation for disbursements and other transactions.
  • Preparing clear, concise and complete financial reports, statements, audit reports and work papers.
  • Making accurate mathematic and statistical calculations.
  • Maintaining accurate records and files.
  • Exercising sound independent judgment within established procedural guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

•            Current driver's License.

•            Nevada Notary Public may be required.

CONDITIONS OF EMPLOYMENT:

  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Salary : $63,419 - $95,139
