0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Responsible for providing customer assistance and administrative support for permit applications, plans, land use, land division, parcel map, zoning, flood zone interpretation, vacation home rental permits, and related project submittals; reviews and processes application/permits.
- Reviews and accepts permit applications, plans and related documentation for completeness and conformity with applicable codes; provides information regarding permitting and basic plan review processes and procedures to developers, contractors, property owners and the public at a service counter or over the telephone.
- Assists the public in person, by phone and by email; answer inquires in regard to general development engineering, zoning, boundary line adjustments, land division and parcel map process; provides information on design criteria and improvement standards, flood plain management, and other general permit and regulation inquiries; explains relevant policies, rules, regulations, codes, standards, and enforcement; explains the proper use and completion of forms and documents.
- Interprets and explains FEMA and County floodplain management documents, regulations, and applicability to property owner; responds to flood insurance inquiries by researching current and historical data from FEMA and County information resources; reviews and maintains flood development and flood elevation certificates to ensure County compliance with National Flood Insurance Program.
- Works with other departments involved in the approval process; coordinates the resolution of issues and concerns.
- Receives plans and other documents for review; ensures proper approvals, ensures that they are complete and contain required information for submittal and review; tracks plans after submittal for the review process. Reviews and approves engineering permits for conformance with engineering design criteria and improvement standards, County Code, FEMA regulation compliance, as well as Tahoe Regional Planning and Douglas County floodplain compliance.
- Calculates required fees, collects funds and issues receipts and balances monies received on a daily basis.
- Assigns and correct addresses and process as required.
- Utilizes Assessor database, parcel pages, and other resources as appropriate.
- Performs technical and/or specialized office support work, which may require the exercise of independent judgment, the application of technical skills and knowledge of detailed or specialized activities.
- Uses a computer to enter plan submittal data and develop and manage databases and/or spreadsheet files and report formats.
- Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports.
- Prepares a variety of general correspondence to include Zoning and/or Flood Zone determination letters, refund request memos, permit application letters, etc.; edits materials for completeness, accuracy, consistency, and adherence to special format, policies and procedures.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
- Maintains and retrieves records, logs and files of plans, permits, maps, etc.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Education and Experience:
High School Diploma/GED; AND two (2) years of clerical/administrative experience; OR an equivalent combination of education, training and experience.Required Knowledge and Skills
