POSITION SUMMARY:

Under general direction of the Public Works Operation Manager, and assigned under direct supervision of the Water Manager or Water Foreman, leads the work and directs the efforts of an assigned crew in the construction, operations, and maintenance of the city’s water distribution system. Acts in the absence of the Water Manager and Water Foreman.


SUPERVISION EXERCISED:

  • Supervises staff assigned.


ESSENTIAL FUNCTIONS:

  • Reads water meters throughout the city using the automated meter reading system.
  • Responds to customer complaints.
  • Inspects, installs, and repairs water meters of various sizes.
  • Turns customers’ water service on and off.
  • Coordinates meter issues with supervisor and Utility Billing.
  • Completes work orders and various other records pertaining to work activities.
  • Assists in security checks.
  • Assists in the collection of water samples for analysis.
  • Assists with cross-connection control program.
  • Performs installation, cleaning, maintenance, and repair on all components of city water systems.
  • Monitors water systems looking for excavations, leaks, breaks, or other situations, which pose a threat to the water lines, mains, and services.
  • Operates, cleans, and maintains tools, vehicles, and equipment to ensure proper working order.
  • Maintains and repairs fire hydrants.
  • Maintains and adjusts pressure-reducing valves (PRV).
  • Participates in training, motivating, and directing employees, assigns & monitors work progress.
  • Performs maintenance and repair of booster pump and booster pump stations.
  • Ability to furnish and obtain information from other departments.
  • May be involved in miscellaneous sampling and testing of city water systems.
  • Performs blue stake markings of city-owned utilities.
  • Assists in the establishment of maintenance programs and work assignments.
  • Participates in snow removal.
  • Must be on call 24 hours a day, 7 days a week as needed.
  • Must be available for 24-hour emergency response.
  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS:

  • Education - High school diploma or G.E.D.
  • Experience – Four years of water system or related experience.
  • Licenses/Certifications – Valid Utah Driver License.


Must possess the following certifications or obtain within 12 months of hire:

  • Utah Class A CDL
  • Class IV Water Distribution certification
  • Trench Safety and/or Confined Space certification
  • OSHA 10-Hour card
  • Traffic Control Technician
  • LTAP Backhoe certification


KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of –
    • Policies, procedures, equipment, and materials required for effective water system-related operations, maintenance, and repairs
    • State of Utah driver’s license rules and regulations
    • General understanding of safety practices and procedures
  • Skill with –
    • Observing and participating in work zone safety procedures
    • Following safety principles when operating vehicles and equipment
  • Ability to –
    • Communicate effectively both verbally and in writing
    • Follow verbal and written instructions and communications from supervisor
    • Communicate with tact and skill when dealing with the public
    • Work from infrastructure drawings and other technical drawings
    • Physically perform work required
    • Maintain effective working relationships with other employees and interact with the general public in a polite and professional manner


WORKING CONDITIONS AND PHYSICAL DEMANDS:

Position requires working outdoors. Tasks require a variety of physical activities. Regularly required to talk, hear, see, walk, sit, stand, reach, use hands/finger to feel, handle, and grip, climb or balance, and stoop, bend, kneel, crouch, or crawl. Mental application utilizes memory for details, verbal instructions, emotional stability, and discriminating thinking, and creative problem-solving. May be confined to small spaces to perform work. Regular exposure to wet and/or humid conditions. (Performance of duties may require working in varied weather conditions such as extreme cold or hot conditions.) Frequent exposure to fumes, airborne particles, toxic or caustic chemicals, and dusty or greasy conditions. Frequent exposure to high levels of noise. Operate equipment and drive vehicles. Must lift and/or move up to 50-100 pounds.

COMPENSATION AND BENEFITS:

 

  • Monday to Friday 7:00 a.m. to 3:30 p.m., on site
  • Salary range: $25.38 - $40.53 (Starting wage is dependent on experience.)
