Job Opening - Customer Service and Billing Manager
POSITION SUMMARY: Coordinates the monthly billing processes and ensures the proper documentation of customer billings and payments. Provides leadership and supervision of three customer service employees, departmental workflow, and assigning work tasks for the department. Requires a minimum of 3-5 years of job-related experience including supervisory experience. Prefer associates degree or bachelor’s degree in a related field.

Salary Range: $59,734 to $73,234 DOQ
ESSENTIAL JOB FUNCTIONS include the following. Other duties may be assigned.
- Review or administer the monthly customer billing process including coordination with water companies, entering or downloading meter readings, editing billing data, generating monthly billing notices and submitting electronic billing files to outsourced bill printer.
- Audits customer service work for accuracy, researching and resolving any discrepancies.
- Maintain tasks within the billing cycle to ensure all records are updated on a timely basis so that established monthly deadlines are met.
- Create new residential and commercial accounts, and update account status and information when there are property or occupant changes.
- Oversee collection activities to ensure proper documentation of customer payments and timely deposits of all District revenues.
- Process insufficient fund (NSF) notices including ACH reversals, fee adjustments and mail notification to customers.
- Supervise the coordination and participate in establishing policies and procedures for the collection of delinquent accounts.
- Review and approve monthly delinquent and disconnection reports. Ensure policies and laws are followed in all disconnection activity.
- Initiate, review, and/or approve refunds and charge adjustments (back bills) on commercial and residential accounts.
- Respond to customer service calls, including answering questions regarding billing problems, negotiating payment schedules and establishing or disconnecting service.
- Process monthly commercial bank drafts.
- Prepare and process contracts for large account adjustments (large “back bills”) for residential and commercial accounts.
- Supervise and assist the customer service staff members performing their roles when needed, or in their absence.
MARGINAL JOB FUNCTIONS
- Act as back up to Customer Service Representative I with on-site credit card payments regarding connections, permits, and sewer lateral activities.
- Answer questions and review procedures with audit staff during annual audit.
- Evaluate customer service staff performance, providing individual annual reviews.
- May assist with customer service training for the district.
- Update procedures manual as needed, scheduling a review once per year prior to audit.
- Provide information and reports as needed, including utilizing ERP system data or other data for complex (maintaining formula integrity) excel files or reports.
- Process bankruptcy documents, maintaining files and ensuring accounts are handled according to policy and work with the Director of Finance and Administration to ensure laws are followed in all bankruptcy activity.
SALARY RANGE: $59,734 to $73,234 DOQ an additional $1,500 pay after 15 years of service.
