Responsibilities and Duties

The Technical Instructor/Course Developer will act as Trainers to develop the Operator Maintenance New Equipment Training (OPNET) and Field Level Maintenance New Equipment Training (FLMNET) courses for systems assigned under this TO.

Responsibilities may include the following:

1. New Equipment Training (NET). The contractor shall conduct OPNET and FLMNET classes with system course material provided as Government Furnished Equipment (GFE), or with course material developed under this TO at Government sites or at receiving unit sites during hand-off. Students will be Government personnel.

2. Operator Maintenance (OPNET). The OPNET course shall be designed to train operators of systems under this TO and cover complete vehicle operations, to include all attachments, load handling, operator safety, general safety, operator Preventive Maintenance Checks and Services (PMCS), loading and unloading for transport, complete tie down for shipment, and proper use of on-board tools, equipment, and Basic Issue Item (BII).

3. Field Level Maintainer New Equipment Training (FLMNET). The FLMNET course shall be designed for field level mechanics supporting systems under this TO and cover minimal operation characteristics, field level PMCS, troubleshooting, diagnosis and repair of system unique control systems, engine, fuel, transmission, axle, braking, electrical, hydraulic, pneumatic, other ancillary systems of the vehicle.

4. Training Material and Documentation. The Contractor shall update and maintain operator and maintainer training products IAW U.S. Army Training and Doctrine Command (TRADOC) regulation (TR) 350-70 (DEC 2011) and amplify guidance on procedures for producing unit training products.

5. Instructor Lesson Plans, Student Guides. For each course, the contractor shall prepare an Instructor Lesson Plan and a Student Guide.

6. Critical Task List (CTL). The contractor shall develop a list of all tasks considered critical for the operator or maintainer to accomplish their mission and duties and to survive in the full range of Army operations.

7. Course Management Plan (CMP). The contractor shall update and maintain the Operator and Maintainer Course Management Plan (CMP), as specified in TR 350-70 and supporting pamphlets to manage and conduct the course(s).

8. Training Support Package (TSPs). The contractor shall update and maintain Training Support Packages (TSPs) as specified in TR 350-70 and supporting pamphlets.

9. Training Material Verification. The contractor shall conduct training classes at FLW, conforming to the NET courses, to verify the training material.

10. Training Course Completion Report/Student Training Administration. Within two business days after completion of the OPNET or FLMNET class, the contractor shall develop and deliver a student roster to the Government IAW CDRL A009 - Training Course Completion Report.

11. Class Critique. At the end of the class, each student shall complete a class critique.

12. Training Certificate. The Government will provide the training certificate Masterfile for the contractor to administer.

13. General Trainer Responsibilities. Trainers shall be responsible for maintaining all training facilities to include sweeping, mopping, removing garbage, submitting work orders for repair, general cleaning of personal area, keeping cleaning closets organized and requesting cleaning supplies when required and signing for keys, grounds and training area IAW FLW requirements which includes: Cutting grass with , removing snow and ice in walk areas, removing snow with , submitting work orders for repair of range items, maintaining training tower and repair of training lanes.

14. New Materiel In-Briefs (NMIB). The contractor shall develop and deliver the New Material In-Brief IAW CDRL A015.

15. Materiel Requirements List. The contractor shall prepare the Materiel Requirements List (MRL) (DA Form 5682) for TPF equipment.

16. Joint Supportability Assessment. NLT 30 days prior to the start of NET activities, the Fielding Coordinator shall schedule a joint supportability assessment with the same gaining unit as indicated in Section C.3.1.5.1, to ensure that all logistics coordination have been met to satisfy all NET and fielding requirements.

17. Deprocessing. When on site at the gaining units location, the Fielding Coordinator shall assist with Preventive Maintenance Checks and Services (PMCS), inventory of the system, components and all fielding support supplies as stated in the Government provided MRL.

18. Inventory and Hand off. Prior to the Inventory and Hand Off to the gaining unit, the contractor shall prepare a DA Form 3161 (Lateral Transfer) and DA Form 2062 (Hand Receipt/Annex Number) IAW CDRL A018 IPR Checklist, DA Form 3171 and DA Form 2062 Submittal).

19. Shortages, Damaged items or Deficiencies. The contractor and Government personnel shall conduct a 100% inventory and inspection of the platform and TPF materiel, for count and condition at each fielding site.

20. Post Fielding Activities. After each fielding the contractor shall complete transfer actions with the gaining unit Property Book Officer (PBO) utilizing the current U.S. Army APSR, IAW DA Pam 700-142.

21. Fielding Reports. The contractor shall assist in maintaining weekly and monthly Fielding Reports that summarize all system handoff activities.

22. Documentation for Audit. The contractor shall ensure that TPF documentation is IAW CDRL A021, Post Fielding TPF Documentation, and available for audit to ensure all supply actions have been accomplished and hand receipts have been signed for the materiel.

23. Electronic Status Reporting. The contractor shall maintain all TPF actions through the current U.S. Army APSR in order to electronically report and execute all materiel shipments, transfers, and inventory changes.

Qualifications and Skills

· Must successfully complete a background security investigation of all personnel (SF-85P) to obtain a Common Access Card (CAC).

· Must be able to travel CONUS

· Must be able to travel OCONUS and pass CRC medical requirements (https://www.bliss.army.mil/CRC/MedicalRequirements_Home.html), as applicable.

· Must possess a civilian driving license.

· Must be able to complete Army Accident Avoidance Course.

· Fort Leonard Wood staff shall obtain or possess licenses on John Deer 450 GLT dozer, Bobcat T250 Skid steer (tracked) with multiple attachments and forklifts (15k and below), lawn mowers, weed eaters, M985A2R1 HMMT truck with trailer.

· Fort Leonard Wood staff shall obtain or possess a Fort Leonard Wood Range Safety Certification.

· Be able to obtain Driver Certification as needed for local certification requirements.
