Job Summary:
This position is responsible for providing strategic direction, leadership and management of the Natural Gas Business Unit Operational Technology Compliance and Security organization. This organization provides direct oversight and support to the entire Natural Gas Business Unit OT and Security operations (6 states, 5,716 MW of Duke Energy natural gas fired generation stations, US Department of Defense Military Bases, Independent Power Producers generating gas fired megawatts on Duke Energy’s electric transmission grid) to ensure compliance with regulatory obligations and other industry applicable regulatory compliance standards. This position requires coordination with the Duke CIP Program Management office (CPM) and consistent monitoring of regulatory agencies (TSA, FERC, NERC, SERC, CISA, OSHA, etc.) to identify evolving regulations, new regulations and changes to existing regulations. This position will participate in industry committees and working groups to represent Duke Energy positions and influence consensus recommendations.
This position is responsible for the oversight of successful preparation and execution of internal and external self-assessments and audits as well as carrying out compliance related processes such as the development and execution of self-reports and mitigation plans for security compliance programs. This position will serve as the single point of accountability in Natural Gas Business Unit compliance to other Duke Energy organizations.
This position requires the ability to consider what activities must be undertaken within a major functional area in order to achieve regulatory compliance, interpret an extensive variety of legal and technical requirements, define the opportunities and gaps, collect data, establish facts, deal with abstract variables, draw valid conclusions and establish strategic direction for the organization and Natural Gas BU. This position requires excellent verbal and written communication skills with the ability to oversee the preparation of complex reporting. This position will coordinate and partner with stakeholders at CPM, Corporate Cyber Security, Corporate Audit Services, Corporate IT, Enterprise Risk Management, Enterprise Protective Services, Environmental Health & Safety, and many external organizations and regulatory agencies. This position requires the proven ability to develop and maintain collaborative working relationships across complex organizational boundaries.
This position must lead and oversee efforts to cultivate a positive culture of compliance-plus across the Natural Gas BU. This involves generating understanding of the roles and responsibilities within the compliance framework, establishing expectations for complying with regulatory program standards and creating a clear, transparent accountability framework for ownership of regulatory program compliance throughout the fleet.
Responsibility & Duties:
- Develop strategy and provide direction to NGBU team to manage and maintain comprehensive processes and key departmental interfaces to ensure compliance with regulatory obligations for which the Natural Gas organization is responsible. Establish and oversee continuous improvement processes that result in sustainable Regulatory Program performance
- Represent NGBU OT & Security Programs and program performance to other Duke Energy organizations and stakeholders including CPM, Corporate Audit Services, Corporate IT, Enterprise Risk Management, It, Cyber security, EPS, Environmental Health & Safety, and external agencies and industry organizations
- Provide oversight of preparation and execution of internal and external self-assessments and audits as well as carry out compliance related processes such as the development and execution of self-reports and mitigation plans for security regulatory compliance programs
- Participate on working groups and task force activities representing NGBU in support of TSA compliance. Represent NGBU compliance efforts to internal and external teams and agencies. Oversee the effective implementation of TSA compliance efforts in the NGBU.
- Provide strategic direction and oversee efforts by the organization to cultivate a positive culture of compliance-plus across the NGBU. Provide transparent reporting to senior NGBU management on regulatory program health and performance within established accountability framework between the Regulatory Programs organization and the operating stations.
Basic/Required Qualifications:
- Bachelors’ degree in Information Technology, Business or Engineering and ten (10) or more years of work-related experience
- Five (5) or more years previous work with regulatory programs, regulatory oversight, program administration/oversight or other related work experience.
- Three (3) or more years of previous program manager and/or management level experience with demonstrated success leading large scale programs.
Desired Qualifications:
- Masters’ degree in Business or Engineering
- Any or all of the following: knowledge of power plant operations, management experience, compliance, governance/oversight to large, complex organizations, and regulatory agency and/or industry oversight interface, proven ability to develop and maintain collaborative working relationships across complex organizational boundaries.

- Familiarity with regulatory program standards: NERC-CIP, PSM, Hazardous Location, etc.
- Demonstrated ability to work and interface with all levels of management from first line to senior management
- Demonstrated ability to influence all levels of the organization without direct line reporting relationships
