Position Summary
This position is responsible for supervising field activities within the assigned territory and assisting the Manager – Gas System Operations (Measurement) as needed. T he primary responsibilities typically include: assuring the proper operation of company facilities at major delivery points, large volume customers, town border stations, and compressor stations; supervising the field operations of the Supervisory Control and Data Acquisition (SCADA) System and the Large Volume Remote Meter Reading (LVRMR) System; and the testing and repair of Large Volume Meter Sets. T he responsibilities also include supervision of staff and maintaining a trained and effective work force.
The Measurement Supervisor is responsible for the installation, maintenance and accuracy of the field SCADA equipment, LVRMR equipment, large volume meters, electronic pressure correcting field devices, remote valve and pressure control devices through testing, calibration and routine maintenance in the assigned area. The Supervisor performs and coordinates field activities as required for the safe and accurate operations and maintenance of meters, regulators, M&R Stations, take off and delivery points, regulator stations, and large volume customers. This position prepares reports, documentation, and budget information as required by company policy and procedures, and regulatory agencies. The Supervisor must ensure full compliance with all environmental and safety related programs.
The Supervisor also manages efforts to maintain proper odorant in new and existing pipelines. The incumbent provides assistance and support to Gas Control on a daily basis, assuring safe, accurate and uninterrupted flow of natural gas through transmission and distribution systems. He/she communicates with other departments (Operations, Engineering, Major Accounts Services, etc.) on operational needs and requirements for measurement division. The Supervisor provides assistance at compressor facilities to ensure they are in compliance with DOT regulations and are available on demand.
Other responsibilities include assisting engineering with station design and installation to ensure commission code compliance and other departments through the validation and accuracy of billing volumes for large usage customers.
The Supervisor also has responsibilities for ensuring a fully trained, qualified and proficient work force through performance evaluations and training on equipment, system operation, Operator Qualification, company policies and procedures, overseeing and ensuring the on-call availability of personnel to ensure minimum response time to equipment failure or pipeline emergency response as needed.

- LVRMR (Large Volume Remote Meter Reading) accuracy of measurement through approximately 1300 Large Volume Meter sets which account for approximately 60% of the revenues within the NC/SC service area
- Testing and maintenance of all Group 4 Large Volume Meters in order to comply with the requirements of the Utilities Commissions
- Assist with the safe operation and maintenance of 16 transmission line compressors, this includes 7 turbine and 9 reciprocating units at eight locations with value in excess of $70 million
- Installation, operation and maintenance of approximately 2,600 regulator stations
- Installation, accurate measurement and control of natural gas on PNG pipeline system at interconnect stations, combustible turbine power plants, municipal customers, and take-off points
- Operation and maintenance of SCADA (Supervisory Control and Data Acquisition) sites in support of gas control system monitoring and operation
- Testing and injecting of odorant to maintain appropriate levels monitored on pipeline system for public safety and awareness
Principal Accountabilities:
- Oversee field technicians and direct planning and prioritizing of work assignments.
- Identify and account for staffing needs to ensure continuous readiness of operations.
- Assist the Manager - Measurement with employee relations, performance reviews and in recommendations to enhance and improve skills as needed.
- Coordinate with other measurement areas, gas control, engineering, operations, etc. with planning and prioritizing “blue chips”.
- Oversee or assist with meter testing program.
- Assess the core competencies and development needs of employees.
- Plan and assist with the training of employees on an ongoing basis.
- Oversee/coordinate the day to day operations of work flow.
- Perform all employee performance reviews for direct reports.
- Act on employee problems / concerns.
- Assist with the recruitment and interviews to properly fill vacancies.
- Coordinate and align direct reports’ performance plans with company MVP plan.
- Assist Manager - Measurement with setting hours of work and pay rates.
- Recommend employment actions as necessary.
- Perform other duties as assigned.
Basic/Required Qualifications:
- Must have a High school diploma or G.E.D. and be willing to acquire some college or technical training with Engineering, Management or Business areas OR Bachelor’s Degree in Engineering Technology, Management, or Business
- 5 years of prior work-related experience in Gas Operations in addition to a degree OR 8 years of equivalent related work experience in Gas Operations in lieu of a degree.
- Working knowledge of measurement activities: telecommunications, electronic instrumentation, SCADA installations, metering, pressure regulation, compressor troubleshooting (as applicable), documentation and coordination of equipment, and major pipeline projects
- Must have thorough knowledge of the gas feeder line, gas distribution and peak shave mixing system
- Understanding and knowledge to assist field measurement personnel with troubleshooting of electrical and mechanical equipment
- Must be able to analyze problems as they relate to the natural gas system and find solutions to resolve the situation
- Able to work under tight timelines, meet deadlines, and perform in stressful conditions
- Mathematical aptitude

Physical Requirements:
- When performing office work, sedentary work exerting negligible amount of force frequently or constantly and/or up to 10 lbs. of force occasionally to lift, carry, push, pull, or otherwise move objects, sitting most of the time at a computer, but may involve walking or standing for brief periods of time
- When outside of office environment to observe and inspect, walk on uneven terrain, may spend extended periods of time sitting and/or operating a motorized vehicle
