DOT Compliance Coordinator/Specialist

 Durango Midstream, a natural gas gathering and processing company, operating as Frontier Field Services in New Mexico, has an upcoming opening for a DOT Compliance Coordinator/Specialist in SE NM (e.g. Hobbs, Artesia, Carlsbad area). 

 POSITION SUMMARY:  

The DOT Compliance Coordinator/Specialist is to serve as the focal point and subject matter expert for pipeline facilities in the company’s SE NM assets.  The role is core to ensuring regulatory compliance in such areas as welding, repair procedures, HCA, MCA, and Class Location analysis & determination.  The position is also essential to managing encroachment activities (e.g., road expansion/relocation projects, pipeline loading, analysis of heavy equipment, blasting, and mining operations) by providing analysis and recommended remedial and/or mitigative measures to be implemented for continued safe, reliable operations.  

  ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Work with area Pipeline Foreman to ensure all maintenance is completed and documented on all gas transmission and gathering pipelines in accordance with the company O&M manual.
  2. Serve in a key role in the company’s Damage Prevention and Public Awareness efforts, working with area management and Compliance Manager to coordinate, administer and document public awareness efforts with contractors, utilities, landowners, and others, including those utilizing One-Call process.
  3.  Review and determine High & Moderate Consequence Areas (HCA’s & MCA’s) via structure analysis and coordination and collaboration with local operations representatives and Compliance Manager as part of the company’s integrity management program.
  4.  Interact with Area personnel and Houston GIS to determine the existence of sites or population density that may trigger the extension of an existing class location or creation of a new class location. Review and validate proposed class location changes to determine whether existing facilities will meet the criteria for the new Class Location or whether a project will be required.
  5. Take a lead role in encroachment analysis and remediation by addressing proposed encroachment activities by outside parties including landowner actions, road and highway projects, municipal and utility projects, developer/residential projects, etc. Responsibilities will include direct interface with the outside party to present and enforce clear and consistent company requirements as needed,  ensure proper documentation, and communicate proposed plans to appropriate departments within the company; and also to act as a liaison between the company and outside parties when company facility modifications are required.
  6. Take a lead role in addressing shallow cover and exposed pipe across company assets in SE NM including the review of shallow cover and exposed pipe locations, working with landowners and contractors to address shallow cover, mitigating creek crossing issues, and managing shallow cover remedial projects.
  7. Serve a key role in PSSR & Pipeline Shut-out Procedure Review and Approval – reviewing and approving pipeline shut-out procedures related to pipeline outages as well as participating  in or leading pre start-up safety reviews for new facilities.
  8. Serve as a resource to area management in performing training and performing/coordinating employee qualification evaluations in accordance with DOT-OQ requirements.
  9. Provide pipeline technical support  to field/pipeline operating personnel in the areas of:
  • Emergency response coordination (leaks/ruptures)
  • Welding technical support
  • Corrosion control, mitigation, and in-the-ditch defect analysis.

10. Provide regular reports to the Compliance Manager and to others as requested.

11.Adhere to and ensure compliance with company safety and environmental policies. Attend and actively participate in safety meetings and proactively support the company safety program. 

12. Ensure maintenance is complete on assigned company vehicle. 

13. Perform other job-related duties, as assigned.

 Education and/or Experience, Knowledge, Skills & Abilities:

  •  Candidate to have knowledge, experience, and ability to perform the essential job duties listed above.
  • HS Diploma or equivalent required.  Preference for a candidate with an associate or bachelor’s degree in a technical field (or equivalent).
  • Preference for candidate with minimum of five years of relevant DOT compliance related experience, particularly related to natural gas transmission/natural gas gathering .
  • Must have familiarity with the Federal Code of Regulations as it relates to Natural Gas and Hazardous Liquids Pipeline Construction and Operations.
  • Candidate must be a self-starter, have good organizational skills,  be able to address changing priorities and be able to complete multiple tasks and projects in a timely manner. 
  • Candidate to have positive interpersonal skills with the willingness to work in a collaborative environment in order to effectively support Field Operations plus the ability to establish and maintain effective professional working relationships with management, peers/staff, customers, and the general public including such outside parties as developers, governmental agencies, legal counsel, and other infrastructure entities.
  • Must be detail oriented and have strong analytical and troubleshooting skills with the ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Candidate must possess effective verbal and written communication skills;  must be able to prepare reports to convey information clearly and concisely.
  • Computer experience required, with preference for experience in MS Word, Excel, Outlook; must be able to input data into software program(s) and prepare reports. 
  • Must have a valid driver’s license and selected candidate must be able to successfully complete the company pre-employment process including background/driver’s license check and be insurable under the Company vehicle insurance policy. 

 PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

  • Work is performed in both a field and office setting. When in the field, work is performed out of doors in all weather conditions and the employee is subject to exposure to temperature variations, as well as vibration and high noise levels related to loud machinery and also potential exposure to various materials and chemicals. Personnel must wear personal protective equipment (PPE) in the performance of the work.
  • Performance of work involves periods of standing, kneeling, walking, bending, stooping, and sitting and may periodically involve working in a confined area; walking can be over areas of rugged terrain.  
  • Occasional overnight travel may be required.
  • For emergency response purposes, must reside within 45 minutes of reporting location (e.g. in the Hobbs, Carlsbad, Artesia area or other locations in that vicinity). Employee may have after-hour callouts during the week and/or on weekends to respond to issues and/or emergencies and may at times need to work extended hours. 
  • Regular and reliable attendance is required in the performance of the job.
  • Must be able to react immediately to emergency situations to prevent injury to self/others.
  • Individual must have the ability to lift and/or push or transport up to 50 lbs. The individual may lift and/or move 25 pounds and occasionally lift and/or move or transport 50 pounds using proper lifting techniques. Must have ability to occasionally exert pulling force of 130 pounds in opening valves. 
  • Must have ability to operate tools and equipment as required.
  • Work requires use of computers with exposure to video display terminals.
  • Work involves driving a company vehicle in all weather conditions and sometimes over uneven terrain. Works autonomously at various times and at remote sites.

 Note: the level at which the position is staffed will depend on qualifications and experience.
