Job Summary

Our organization seeks for qualified Analyst Specialist in different positions responsible for analyzing and reviewing incident information to determine actual or potential impacts to incident response operations and develop comprehensive products to support data-driven decision making.

The Analysis Unit applies interdisciplinary principles and approaches such as social determinants of health, adverse childhood experiences, social vulnerability, public health and emergency management principles to develop pre-disaster human services baseline profiles and post-disaster human services impact assessments.

The Analysis Unit includes Incident Specialist, GIS Specialist, Unit Analyst, and Report Unit Specialist.


Job Duties and Responsibilities:

General

Review Initial Health and Safety Plan (HASP) and Incident Action Plan (IAP) for the incident.

Assist in coordination an efficient transfer of position duties when deactivating or demobilizing the Program.

Provide documentation to Training & Evaluation Specialist for inclusion in the hot wash and After-Action Report.


Each position:

1. Incident Specialist: The Incident Specialist oversees unit staff who collect, process and organize situation information, prepare situation summaries and develop projections and forecasts related to the incident.


Essential functions:

Participate in Planning Unit meetings.

Monitor open-source media for incident specific information.

Prepare situation summaries from the incident information gathered.

Identify graphical and numerical projections and display incident information relating to movement, growth, mitigation or activities.

Project and forecast changes for the incident to provide and maintain a Common Operating Picture (COP).

Prepare maps, charts, and graphs as necessary.

Provide up-to-date situational awareness and incident status by collecting, processing, organizing, displaying, and disseminating incident information and intelligence.


2. GIS Specialist:

The Geographic Information System (GIS) Analyst conducts analysis of GIS data and products, maintains, and manages GIS products and resources.


Essential functions:

Provide subject matter expert (SME) support to the Analysis Unit within the Information Management Section for Geographic Information System (GIS) product development information to support OHSEPR ERT leadership in the decision-making processes for the mission.

Conducts analysis of GIS data and products related to the mission.

Document all key activities, actions, and decisions each operational period using Activity Log.

Maintains, and manages GIS products and resources for the mission. Support the development of map settings and map applications.

Support GIS hardware and software used and the integration of the GIS-enabled field data into maps and situational awareness tools.

Edit connected and disconnected GIS data and collect and integrate relevant GIS field data into maps and situational awareness tools for incident management personnel and decision makers to use.


3. Unit Analyst

Support the Information Management Section by analyzing and reviewing incident information to determine actual or potential impacts to incident response operations. Develops comprehensive products to support data driven decision making by the IMT/ERT.


Essential functions:

Develop pre-disaster human services baseline profiles and post-disaster human services impact assessments from the following CDC site.

Assist with the development of a Risk Assessment for the mission.


4. Report Unit Specialist

Supports the Reporting Unit within the Information Management Section by synthesizes information from the Situation Unit and Analysis Unit to develop and distribute various reporting documents based on what is identified in the incident-specific Information Management Plan (IMP). Additionally, this unit implements standardization and archiving of all Information Management documentation and records in accordance with OHSEPR’s IMP.


Essential functions:

Gather and update information for situation reports (SITREPs)

Gathering necessary information for decisions makers that may impact the repatriates.

Share pertinent information from the response operation with the respective organizations to inform organizational posture as needed.


Qualifications:

Must possess a bachelor’s degree.

3 years of relevant experience to the position.

Emergency management experience a must.

FEMA courses a plus.


Working Conditions/Physical Effort:

Work is performed mostly in an office setting. Some travel, public speaking, evening, and weekend work are requirements of the position. Regular computer work is also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
