Functions

The Contracts Administrator is responsible for all elements of contract administration, including contract correspondence and file maintenance, change management and negotiation, processing waivers and deviations and other contracting actions required by the governing contract, clauses, contract interpretation and development of change notification, requests for equitable adjustment (REA), Claims, vessel delivery DD-250 documentation and clearance, and warranty administration. The person selected for the Contracts Administrator I position should have a basic understanding of these tasks, preferably some experience with them, and be willing and capable of learning to execute these tasks, with management guidance in the normal performance of their assigned responsibilities. The position also requires the individual selected to have a basic familiarity with the Federal Acquisition Regulations (FAR) and know how to apply them in addressing contracting issues.


Essential Duties and Responsibilities: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may expand to include more than described.

  • Facilitate communication with the USCG Contracting Officer and Contracting Specialists on behalf of Eastern Shipbuilding Group, Inc.
  • Draft and submit contract correspondence as assigned by management; establish and coordinate response actions and deadlines.
  • Assist the Contracts Manager with developing Engineering Change Proposals (ECP)s and Value Engineering Change Proposals (VECP)s, with close coordination with ESG’s Business Manager, Change Manager, and functional leads.
  • Support the Contracts Manager with assigned tasks to facilitate timely contract negotiations. Serve as the primary organizational contact during negotiations.
  • Obtain relevant ESG stakeholders' participation in support of contract change negotiation activities.
  • Review contractual performance of both ESG and the USCG in response to issues identified by ESG’s managers as interpretation differences are identified. Work together with the impacted functional leads to assist with the development of ESG’s contractual position.
  • Assist the Contracts Manager in the development of Notification of Change, Contract Problem Identification Reports, and Request for Equitable Adjustment positions when contract requirement interpretation differences occur and may result in additional program cost and/or schedule.
  • Review all contract modifications for completeness, accuracy, and compliance with agreed to terms. Obtain necessary approval from senior leadership and functional leads as needed.
  • Process and maintain Requests for Variance, and Government Furnished Information Deficiency (GFID) as needed to identify and present positions and problems to the USCG in the correct formats.
  • Coordinate and support monthly no-cost Contract Modification reviews and implementation.
  • Track and obtain concurrences from functional departments to maintain deadlines on correspondence actions and deliverables.
  • Perform other duties as instructed.

Supervisory Responsibilities

This position has no supervisory responsibilities.

Reporting Relationship

This position will report to the OPC Contracts Manager.

Job Requirements

QUALIFICATIONS

Education/Experience:

B.A. or B.S. Degree plus a minimum of 1 year of experience with a Government Acquisition program. Regular attendance at work and the ability to work overtime up to 10 hours per week is expected. Experience with the Essential Duties and Responsibilities in a shipbuilding program is preferred. Basic knowledge of the Federal Acquisition Requirements (FAR) and standard contract formation is required with the ability to plan for and apply contract clauses and requirements.

Skills:

Intermediate level Microsoft Office applications including Word, Excel, and PowerPoint. Ability to interpret Contract requirements and specifications and conduct related research online. Must have strong verbal and written skills, and the ability to convey complex information in a way that others can readily follow. Accurate written and verbal communication skills are critical to communicating to the USCG as the company’s representative for contract administration responsibilities. Strong negotiating skills and experience, both in one-on-one and group situations are desirable.
