Job Summary:

Eastern Washington University seeks candidates for a Business Financial & Administrative Manager within our Department of Computer Science & Electrical Engineering; Center for Network Computing & Cybersecurity This is a new position for EWU within our College of Science, Technology, Engineering and Mathematics (CSTEM).
    • This position will provide administrative/executive level support to the Director of the Center and act as his/her designee; act as liaison for the Center with University administrators, faculty and staff, state and federal agencies, legislative bodies, industry partners and the public;
    • Administer day-to-day operations of the Center; manage, evaluate and supervise staff (student employees);
    • Administer fiscal operations; write, edit, and produce correspondence, promotional materials, and reports;
    • Oversee and manage development and preparation of budgets including submission of proposals;
    • Compile and develop statistical and narrative program reports and administrative information;
    • Manage special projects, including coordinating conferences, student recruitment, advisory board meetings and externally funded research projects;
    • Develop and interpret policies and procedures;
    • Coordinate operating procedures with other units, departments and Cyber affiliate faculty in compliance with University, State and Federal policies and procedures.



  • The Business Financial & Administrative Manager will be directly involved in all managerial, administrative, financial decisions that affect the operations of the Center.

Required Qualifications:
  • Bachelors Degree, in Business Administration, Accounting or related field and must include:
  • Minimum of 2 years full-time experience in a similar position providing administrative support; qualifying experience must meet the following criteria:
    • Fiscal management in grants and contracts beyond entry level
    • Experience successfully handling a demanding workload with overlapping deadlines with critical and time sensitive processes
    • Proven attention to detail, initiative, and ability to take direction and work independently



  • Experience analyzing information, identifying problems, defining alternatives, and developing recommendations for administrative decision making
  • Demonstrated ability to apply a culturally responsible and flexible approach that is sensitive to the diverse needs, including universal access, of the students, faculty, administrators, and external contacts.



Preferred Qualifications:
  • Masters Degree in Business, Public Administration, or related field
  • Direct financial experience managing extramural grans and contracts
  • Experience working in higher education in a financial related position
  • Demonstrate ability to read, understand, interpret, and apply policies and procedures
  • Experience working with state and federal systems, policies, and procedures

Responsibility / Duty: Budget & Financial Management
  • Manage, plan, develop, and monitor Center, operations, grants, and philanthropic budgets and funds ensuring they are used efficiently and effectively as allocated or awarded;
  • Serve as point of contract for Center administrative projects, initiatives, core facilities and other grants-related submittals;
  • Serve as a subject matter expert and provide guidance for understanding of and compliance with program policies, University, State and Federal regulations and those of funding agencies and organizations;
  • Advise the Director on fiscal and administrative concerns and opportunities;
  • Maintain and modify fiscal record keeping systems, databases, and spreadsheets; prepare and review fiscal records; identify trends; assist in implementing corrective action;
  • Maintain a record keeping system for recording budget transactions; review budget reports, verify accuracy and take corrective action if necessary; reconcile budget status reports and prepare expenditure projections; notify appropriate individual of any projected or actual over or under expenditures;
  • As needed order supplies and equipment using purchase requisitions, interdepartmental purchase orders, or procurement card as appropriate;
  • Assist faculty and staff with miscellaneous expense reimbursements;
  • Maintain purchasing records and resolve problems; review, approve and allocate purchase to proper budget and category;
  • Ensure compliance with Center, departmental, institutional and/or granting agency policies, rules and regulations;
  • Manage graduate program funding, including budget projections for graduate service appointments;
  • Process travel expense records; ensure compliance with state and institution regulations and procedures; allocate travel expenses to appropriate budgets;
  • Process payment records for grant stipends; ensure compliance with state and institution regulations and procedures;
  • Prepare, compile and provide fiscal reports such as year-end reports, budgetary reports, and auditing reports;
  • Analyze revenue and expenditures for course fee accounts and suggest changes as appropriate;
  • Perform related budget and fiscal duties as required.

Responsibility / Duty: Program Management - Administrative Support
  • Executive level support as a member of the Management Team
    • Develop office procedures to promote efficiency, and ensuring alignment with department, college, and university standards;
    • Assist in planning, implementing, managing, and evaluating program initiatives;
    • Facilitate and attend regular meetings of both internal and external advisory committees/boards;
    • Organize faculty and researcher training events;
    • Manage the process for ongoing formative and summative evaluation of program;
    • Participate in both short and long-term planning activities, policy procedures decisions;
    • Interpret and apply University, federal and state laws, rules, policies, and procedures;
    • Assist with marketing efforts, such as promoting program on campus and/or with outside organizations and entities;
    • Support outreach and public relations for the Center in coordination with the department and college;
    • Manage and lead the Centers social media presence;
    • Manage and update the Centers NCAE required website;
    • Assist in planning and implementation of events such as awards ceremonies and outreach events in coordination with the college, department staff, faculty and students;
    • Prepare reports for the Director and others as needed;
    • Effectively use established university systems; acquire and maintain a high level of proficiency with any new systems adopted by the university;
    • As assigned by supervisor, perform complex scheduling involving rooms, courses, events, and faculty/staff, including appropriate prioritization;
    • Request, recruit and supervise work study students for the Center;
    • Supervise stipend-based students office hours and availability per the funding requirements;
    • Track student engagement in relevant projects;
    • With collaboration of the PIs, determine policies and procedures specific to grants;
    • Communicate with funding agencies to ensure compliance with agency goals, processes and procedures are followed with grants;
    • Coordinate and assist in the preparation and submission of required project status and final reports of grants;
    • Coordinate grant specific public relations activities by preparation and distribution of electronic newsletters, brochures, press releases, promotional materials, website content and grant specific recruitment materials;
    • Attend regional or national meetings as a university representative for grants;
    • Perform other administrative, secretarial, and support tasks as required.

Conditions of Employment:
  • Regular work schedule of Monday - Friday 8am-5pm, with the possibility of teleworking according to university policy and occasional nights and weekends.
