Conducts referee hearings, consistent with the direction provided by the Probate Court Judge, for the Family Division of the Circuit Court and the Probate Court, and manages the daily operation of the Juvenile Division of the Trial Court under the direction of the Trial Court Administrator. Responsible for the direct supervision of Juvenile Court staff including monitoring work functions, caseloads, policy adherence, and review work product. Provides legal research regarding current and changing juvenile legislation and ensures compliance with legislation or court standards and practices. Responds to legal process and procedure inquiries related to the Juvenile Court. Responsible for monitoring the activities of Juvenile Court grants and ensuring compliance with grant requirements.

  1. In accordance with guidelines established by the Probate Court Judge, serves as Referee in juvenile and other Family Division proceedings for formal and informal hearings, motions, pleas, dispositions, probation violation hearings, and other matters regarding juvenile delinquency, abuse/ neglect, personal protection orders, termination of parental rights, and other matters as assigned.
  2. Conducts preliminary hearings and inquiries, evidentiary hearings, adjudications, dispositional hearings, and review hearings in juvenile delinquency matters. Holds preliminary hearings for the alleged abuse or neglect of juveniles by a parent, guardian or custodian.
  3. Researches legal issues and provides recommendations to the Family Division Judges as to the appropriate disposition of cases.
  4. As the Juvenile Division Director, is responsible for personnel and management functions including participation in employment interviews and recommending the hiring of staff, training, scheduling, assigning work, reviewing and evaluating performance and dealing with employee matters under the direction of the Trial Court Administrator.
  5. Responsible for the monitoring and approval of revenue deposits and expenses through the County financial system. Assists in the preparation of the annual budget under the direction of the Trial Court Administrator.
  6. Responsible for adherence to grant program requirements and expenditure review. Seeks grant opportunities that align with court objectives or enhancements and makes recommendations for program initiatives. Researches specialty court programs, which requires collaboration with outside agencies, Prosecuting Attorney’s Office, defense attorneys and the judiciary. Responsible for the grant proposal and memorandums of understanding under the direction of grant policies and the Trial Court Administrator. Responsible for ensuring program performance measures and objectives are established and met through conducting regular meetings with stakeholders.
  7. Reviews the fees and costs for juvenile delinquency and neglect/abuse cases and draft orders requiring parties to file financial information with each court case. Provides direction to the financial assistant in preparation of orders, setting hearings for failure to comply with court orders or reimbursement. Conduct hearings to assess financial ability to pay for all court associated costs. Monitor restitution through monthly reporting of probation officers. Manages overall collections process and procedures of the Juvenile Court.
  8. May conduct pre-show cause hearings regarding support, custody, and visitation disputes; oversee preparation of stipulated orders where an agreement has been reached; prepare petitions regarding changes in custody, child support, and visitation matters; represent the Friend of the Court in Circuit Court on orders to show cause regarding custody, support modification, and visitation disputes, and recommend proposed orders and court actions; advise and assists staff on the interpretation and application of court rules, new legislation, and office policies.
  9. Advises Family Division judges and staff on interpretation and application of statutes, court rules, pending legislation and court policies, enforcement and case processing issues, and other operational matters. Provides direction on complex case issues; reviews documents generated within the Juvenile Division office such as income withholding orders, bench warrants, custody and visitation reports, and others to ensure compliance with the law and office policy; drafts court orders as appropriate; conducts pre-judgment conciliation conferences in an attempt to resolve issues regarding custody, support, and parenting time; prepares stipulations or recommended orders following the conference.
  10. Assists Family Division judges in reviewing and monitoring changes in statutes, court rules, state agency directives and case precedents concerning court operations. Develops and implements new or modified procedures. Monitors Family Division court operations to ensure compliance.
  11. Reviews documents generated by Family Division court staff for hearings and drafts court orders for judicial review and signature.
  12. Reviews, analyzes, and coordinates Family Division departmental operations, services, and programs to minimize duplication, meet program goals, improve efficiency, and reduce costs. Reviews and develops policies and procedures and recommends modifications to the Trial Court Administrator.
  13. Under the direction of the Trial Court Administrator, assists in administration of the Family Division, including establishment of procedures for the proper care, custody, and control of all juveniles under the court’s jurisdiction and oversees intake, hearings, detention, caseload supervision, and probation supervision.
  14. Responds to inquiries and requests from clients, attorneys, agencies, and others providing information about the court and its policies, addressing concerns and addressing and resolving complaints. Speaks to community groups regarding court services.
  15. Assists the Trial Court Administrator in development of programs, policies, and training for judges and staff that improve efficiency of court operations.
  16. May perform other duties as directed by the Trial Court Administrator.
  17. May include evening and weekend on-call duties as required.

Education: Law Degree from an accredited law school
 
Experience: Five years of progressively more responsible administrative/legal experience with responsibility for management, financial administration, policy development/administration, and supervision of personnel and employee relations.
