Eckerd Connects' Girls Short-Term Juvenile Justice Residential Program is a gender responsive, complete rehabilitative experience delivered in 4 to 6 months for girls ages 13-17. This 20-bed program is for girls who are referred by the North Carolina Department of Public Safety Division of Juvenile Justice and Delinquency Prevention (DJJ). During the 4-6 month stay, the program assists young women in learning the skills and tools needed to successfully re-integrate with their families, and back into their communities. This residential treatment concept combines promising and evidence-based practices with a strong family transition component and signifies a public-private partnership with the Division of Juvenile Justice which has produced an innovative shift in the way youth are served in North Carolina's juvenile justice system. Intensive, short-term services include individualized treatment and academic plans that combine formal and experiential education, community service, behavioral health, and family counseling in a non-punitive environment designed to address the youth's behavioral challenges through a strength-based approach. Youth also receive accredited educational services on-site and work together in small group settings with assigned counselors.

Position Concept
This position serves as an Administrator at their assigned Residential Program. Position will ensure safe, successful therapeutic environment for clients served. Through supervision of leadership team and staff, position will direct all program components; these include, but are not limited to educational, clinical and counseling services, family services, and day to day operations. Position will seek ways to adapt services to meet emerging needs in youth and family services, and will direct financial management, quality improvement, community relations, and facilities maintenance at assigned program/facility. Position will also ensure program operates within Eckerd policies and state and local contractual and licensing requirements.
Essential Functions
- Direct program/facility service delivery, with emphasis to maintain safety for clients and staff, and ensure maintenance of therapeutic environment in accord with Eckerd policies, practices, and standards, as well as those of local and state contractual agreements.
- Ensure program’s therapeutic model advances the emotional stability, education, and overall positive development of youth in program.
- Implement established procedures to ensure program/facility is compatible with and adheres to local, state, and national health, fire, and safety codes and requirements.
- Lead program/facility performance and quality improvement initiatives and processes.
- Implement approved policies and objectives to ensure effective operation, including action follow-up to audits for compliance with internal and external standards.
- Report measures regarding program delivery and outcomes; distribute as needed to Eckerd Leadership.
- Lead program/facility efforts to maintain licensure, contract and accreditation standards.
- Engage in referral development and related activities to ensure program maintains census targets.
- Recruit, develop, and lead a local advisory council, ensuring proactive participation and engagement of council members.
- Develop positive relations with local, state, and community partners to enhance community resources and relations.
- Develop and expand base of program volunteers from within the community.
- Identify, develop, and expand opportunities for current support funding, including special events, corporate and civic contributions, foundation grants, and individual donors.
- Participate in recruitment, selection, performance management, and retention efforts for program; Ensure program/facility has staffing sufficient to provide adequate client coverage; partner with Human Resources to maximize retention efforts.
- Supervise, direct, motivate and evaluate performance of program leadership and immediate subordinates; Implement staff training and development programs, and evaluate staff growth plans and development.
- Develop and recommend operating budget for program and ensure operation within budget allocations; Recommend adjustments during the budget cycle as appropriate to ensure efficient fiscal management.
- Ensure program/facility purchases are made and approved according to Eckerd policies and procedures; ensure program/facility stays within allocated budget.
- Ensure integrity of administrative documents and records, case management reports and treatment plans, exit information, testing and evaluation data, and other documentation necessary to complete program and risk management.
- Direct program growth and transformation activities to ensure Eckerd is seen as provider of choice to referring and contracting agencies.
- Ensure that any program/facility physical plant and grounds are safe, secure, and conducive to program delivery.
- Maintain proactive communications with supervisor to ensure appropriate program maintenance and effective decision-making.
Position Specifications
Education: Bachelor’s degree, from an accredited College or University, in the social or behavioral sciences required. Master’s degree in Human Services field preferred.
Experience: Five years’ experience working with youth and families at risk required. Two years supervision experience required. Two years’ experience administering a residential or community-based program preferred.

Travel: Must be able to meet requirements for Eckerd’s Auto Insurance and be able to drive for business purposes. Must have and maintain an appropriate and valid state driver’s license.
Physical Demands: Position requires incumbent to sit and stand for extended periods of time, and to occasionally lift/move up to 25 pounds. Must be free of communicable disease as defined by the appropriate state and to the extent that knowledge is attainable under the law. Must be able to work long or irregular hours, and must be capable of on-site response to all manner of emergencies arising at any hour of any day. Must be able to restrain client in accordance with approved techniques. Depending on the assigned program/facility, position may also occasionally expose incumbent to working outdoors for extended periods of time, and exposure to the elements.
