Job purpose
This position plays a significant role in achieving the organization’s primary mission to work with existing businesses to stay and grow in the community and to support intentional business expansion opportunities. The Loan Officer will be the coordinator of economic development loan requests for EDC and EDC Finance, a sister organization, and will be responsible for building relationships with a range of businesses, facilitating connections with a broad number of community partners, and providing project management guidance to meet the needs of specific retention, expansion, or attraction loan clients. The position will require an individual who can provide project management, relationship building, commercial credit analysis, and technical skills to work with a wide range of small businesses considering funding needs to grow their small businesses.
The primary location for this position will be Lancaster, PA with travel in the County and surrounding region. The Loan Officer will support deals with credit exposure ranging from $100,000 to $20MM.
Duties and responsibilities
This position requires the following duties and responsibilities:
- Have strong working knowledge of rules and requirements of economic development loan tools utilized to assist small businesses with real estate and equipment financing needs.
- Meet with eligible business and agricultural project opportunities to assess and assemble financing structures that deliver quality outcomes to the client and related community stakeholders.
- Complete detailed pre-qualification analysis of financing requests for credit worthiness, rule applicability, and eligibility.
- Meet with eligible businesses within the local region that are referred to EDC Finance Corporation for financing to complete their projects.
- Oversee the coordination of loan applications and credit memos in collaboration with the Credit Manager and Director, EDC Finance for local EDC Finance Board approval.
- Act as the liaison between the organization’s credit department and borrower. Review credit memo for accuracy and present to EDC Finance Board, as applicable. Active participation in underwriting for larger and complex projects.
- Oversee the communication of key project information and ensure broad knowledge about each project or lead in collaboration with the internal project management team.
- Track visits, leads and projects in organization’s CRM program. Utilize underwriting and information collection software to receive and evaluate projects. Update entire staff team at weekly meetings on recent project activity, follow-up items, and other notable findings.
- Oversee robust communication requirements with clients, financial partners, other applicable third parties and internal project management team to seamlessly deliver exceptional customer service.
- Effective, timely and transparent information on portfolio risk and management and policy compliance requirements to all applicable internal and external parties.
- Independent analysis and troubleshooting of issues along with monitoring and reporting of key trends, impacts and portfolio ramifications.
- Network and build relationships with a wide range of lead sources, including accounting, law, and banking firms to communicate economic development tools and services available.
- Maintain a solid working knowledge of all organizational initiatives, policies and procedures to be able to share information during business visits and networking opportunities.
Skills and qualifications
This position requires the following skills and qualifications:
- Strong commercial credit and/or commercial lending knowledge.
- Preferred three years relevant industry experience.
- Effective written and verbal communication.
- Strong relationship building and customer service.
- Ability to document key information using multiple software platforms.
- Strong project management.
- Knowledge and/or desire to receive training for a variety of economic development financing tools.
Will be required to travel regularly throughout Lancaster County and the region with a valid PA Driver’s License and reliable personal transportation.
Security clearance requirements
This position requires the completion and submittal of U.S. Small Business Administration Statement of Personal History (Form 1081), fingerprinting, and subsequent clearance by U.S. Small Business Administration.
