Procurement – Special Projects opportunity to support our customer at the
WIPP Facility outside of
Carlsbad, NM.

Work location is on-site at WIPP
The Waste Isolation Pilot Plant (WIPP) is the nation’s only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.
Education: A Bachelor’s degree in related field with an emphasis in specialty area is preferred; however, a combination of education and relevant experience wherein the skills and abilities to perform the position’s duties and accountabilities have been adequately demonstrated is acceptable.
The Subcontractor shall provide all labor, transportation, equipment and all other essentials necessary to provide Technical and Regulatory Support to the Procurement Dashboard Support program. Assist our customer with Projects Procurement Services in data analysis, dashboard maintenance, data queries (primarily SQL) and report generation, maintenance, and development and distribution of monthly reports to management.
Experience: Minimum of 25 years’ experience or more in government procurement, contracting or related field with:
- Experience in Federal Contract Management working with Department of Energy
- (DOE) or Department of Defense (DOD).
- Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).
- Experience with Construction Contracts, Services, Staff Augmentation, Engineered Equipment, and Fabrications.
- Knowledge and ability to perform Cost/Price Analysis and Cost Realism analysis
- Experience in conducting negotiations
- Perform Market Research for services, major equipment and components
- Knowledge and ability to write justification for award documents and negotiation memorandums
- Ability to work with Program Managers, Engineers, and field personnel to effectively develop statements of work, independent cost estimates
- CPCM, or Core FAC certifications such as APDP Level II or DAIWA Level II are a plus
- Experience working with Oracle and/or People Soft a plus
Brief position description:
- Candidate must be a self-starter able to work on-site or remotely with efficiency and effectiveness.
- Must be proficient in Microsoft Office Suite including enhanced Microsoft Excel skills (e.g., pivot tables, queries) and proficient in database queries.
- Experience in PeopleSoft a plus but may be substituted with demonstrated work experience and history in SQL querying.
- The position will maintain a procurement dashboard, currently in development, reporting information from PeopleSoft and Cobra/P6 as well as manual injects from Projects Procurement personnel.
- Generating, tracking and reporting of weekly/bi-weekly/monthly reports of organizational activities will be the general overall duties.
- Teleworking may be considered for half-time work if the individual has the necessary equipment and security, including cyber security, requirements to ensure safekeeping and safeguarding of our customer’s data, especially where external access is required.
