Position Title: Safety and Health Specialist/ Technical Support Specialist 3

The purpose of this position is to provide support to National Nuclear Security Administration (NNSA) Capital Projects for, Environment, Safety, Health, Quality and Waste Management (ESHQ/WM) Programs throughout the totality of the NNSA Capital Projects. This support is in the form of safety, health and industrial hygiene oversight for all assigned projects and supporting the agencies. This support ensures each job is completed safely, within cost and schedule requirements. Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.

ESHQ/WM is responsible for ensuring NNSA activities are conducted in accordance with all applicable state and federal environmental regulations, and U. S. Department of Energy directives and Orders. Program management duties are performed in a strategic manner to meet regulatory requirements for existing and potential new missions.

Performance Requirements:
Perform conventional practices of industrial hygiene (the science and art devoted to the anticipation, recognition, evaluation, and control of those environmental factors or stresses arising in or from the workplace that may cause sickness, impaired health and well-being, or significant discomfort and inefficiency among workers) in an operational facility. This position may work closely with more senior safety and health staff while performing their roles.

The primary focus of these support efforts will be to assist in the development, preparation and operation of the safety processes associated with NNSA Capital Projects. SRNS will draw on the support personnel’s experience and expertise. Personnel must ensure inclusion of all necessary health and safety program needs related to program

Duties:
  • Technical responsibility for implementation of an Industrial Hygiene (IH) Program within operating organizations/facilities.
  • Perform conventional and increasingly complex practices of IH by anticipating, recognizing, evaluating, and controlling environmental factors or stresses in the workplace.
  • Cooperate with other Industrial Hygienists performing related phases of the program.
  • Accept the delegated technical responsibility for design, application, test or the preparation of specifications for systems, materials, equipment, components, or the review of any of same.
  • Perform assessments of work exposures; designs and conducts exposure monitoring strategies.
  • Apply technical knowledge toward the reduction of cost and improvement of the processes where possible.
  • Incorporate new ideas resulting from progress in the field of industrial hygiene.
  • Prepare technical reports and procedures.
  • Develop practical, implementable policy when new and emergent issues occur; seeks programmatic review and approval.

Subcontractor must successfully complete the duties assigned above, as demonstrated during the period of performance and verified by the service provider’s manager or designee on a weekly basis.

Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.

Experience / Skills
  • Industrial Hygiene Certification, Eligibility for Occupational Health and Safety Technologist, Construction Health and Safety Technologist, or Certified Hazardous Materials Manager preferred.
  • Demonstrate a sound base of technical knowledge of safety and health regulations, standards, concepts, practices, principles, and techniques
  • Experience conducting safety inspections in the industrial and field settings
  • Experience in hazard analysis processes and related documentation
  • Experience in reviewing and implementing OSHA standards and other health and safety documents
  • Ability to identify and quantify potential hazards/exposures
  • Experience determining applicable limits and implementing control schemes that protect the work force
  • Prior Health and Safety experience at a DOE site is preferred.
  • ABIH certified - Understands and applies advanced IH theories, concepts, and art, working knowledge of related disciplines.
  • Certified Industrial Hygienist by the American Board of Industrial Hygienists in comprehensive practice or specialty area preferred and may decrease experience requirement by two years.
  • Certification as Certified Safety Professional, Certified Ergonomist
Work Hours:
SRNS shall determine actual work schedule based upon project demands. Flexible hours to include shift or weekend work may be required.
  • Weekly Shift – Monday thru Friday; 8 hours / day within the time period for an SRNS business day.
  • 9-80s Shift – Within nine business days starting on a Monday works eight days 9 hours and the first Friday works eight hours: off the second Friday.
  • 4-10s Shift – Within four business days works 10 hours / day. Normally this shift is Monday – Thursday and off work every Friday.
  • 5-10s Shift – Within five business days work 10 hours/day. Normally this shift is Monday – Friday.
  • Rotating Shift – 24 x 7
  • Overtime (work exceeding 40 hours per week) – as required by project demands.
Area Security Access:
An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
