What are the responsibilities and job description for the Transportation Director position at EDUSERVE?

JOB PURPOSE

Responsible for the planning, organization, and supervision of internal pupil transportation services including operations, safety, compliance, equipment, and staff. Develops and implements processes to confirm compliance and oversee performance of contracted transportation services. Performs other related work as assigned.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans, organizes, and supervises the work of school bus drivers, dispatchers, and others responsible for the safe transportation of students.
  • Interviews and recommends selection of job applicants, evaluates employee performance, conducts informal counseling on work issues, and prepares documentation and recommends discipline and improvement plants for deficiencies.
  • Processes and trains personnel to process candidates in safety sensitive positions in compliance with DOT, FMCSA, state, and other federal regulations; to include implementation and oversight of FMCSA compliant drug and alcohol program.
  • Trains or oversees training of employees in work procedures, standards and safety practices, and monitors operations for compliance with safety standards.
  • Works with school leadership and administrators to develop and implement policies and procedures meeting service needs and in compliance with state and federal regulations.
  • Coordinates with school personnel, site administrators, and program coordinators on route, field trip, and extracurricular scheduling.
  • Develops or oversees the development of routes, student assignment to routes, and driver assignment to routes.
  • Investigates or oversees the investigation of bus accidents, near accidents, and incidents to determine causes and prevent recurrences, reports accidents to FMCSA standards.
  • Develops, implements, and trains processes to ensure overall compliance with all state and federal statutes related to student transportation.
  • Develops budget for transportation division and monitors spend throughout each school year.
  • Establishes and tracks Key Performance Indicators to monitor departmental performance.

 

Contracted Transportation Services

  • Prepares RFPs for transportation services and assess responses; provide recommendation to decision makers.
  • Negotiates, prepares, and ensures execution of contracts for transportation services.
  • Acts as project manager for start-ups, vendor transitions, and corrective action plans for contracted transportation services.
  • Leads transportation related projects from defining requirements through deployment, identifying schedules, scopes, budget estimations, and project implementation plans.
  • Coordinates between contractors and schools to identify personnel and resources, ensuring project remains within scope, schedule, and defined budgets, collaborate with project staff from various functional departments.
  • Analyzes project progress and adapt scope, timelines, and budget when necessary to ensure teams adhere to project requirements.
  • Facilitates positive, effective, working relationship between schools and contractors.
  • Establishes and tracks Key Performance Indicators to monitor contractor performance.
  • Tracks contractor's service failures and assesses liquidated damages when applicable.

JOB REQUIREMENTS

  • Bachelor's degree in appropriate discipline or suitable combination of formal education and occupational experience requisite to complete the required duties.
  • Professional Certification in Educational Leadership for Applicable State.
  • 2 - 5 years relevant experience (in school administration preferred) and/or training.
  • Experience in transportation instruction.
  • Demonstrated ability to lead a team.
  • Computer literacy skills; proficient in Windows, MS Word, Excel, Outlook, PowerPoint;
  • Equivalent combination of education and experience.
  • Such alternatives to the above requirements as CSUSA may find appropriate and acceptable.

  5. Knowledge of the district transportation policy; good knowledge of budget preparation and control; good knowledge of basic practices and techniques used in employee training programs;

PHYSICAL DEMANDS

  • No physical exertion required.
  • Travel within or outside of state.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with CSUSA salary and benefit policy. Length of the work year and hours of employment shall be those established by Charter Schools USA.

 

FLSA OVERTIME CATEGORY 

Job is exempt from the overtime provisions of the Fair Labor Standards Act.

 

EVALUATION

Performance will be evaluated in accordance with Charter Schools USA's policy.
