SUMMARY OF JOB PURPOSE

The Appraiser Trainee performs routine office and field duties in the appraisal of real and personal property for tax assessment purposes. Must work under the supervision of a certified appraiser.

 ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

  • Collects data and prepares appraisal reports.
  • Learns the basic functions of the various departments in the assessor’s office.
  • Studies the Nevada Revised Statutes (NRS), Nevada Administrative Code (NAC), appraisal theory, and methods of appraisal in preparation for certification. 
  • Complies with NV Rev Stat § 361.221 (2013) requirement to obtain Nevada Property Tax Appraiser Certification.
  • Maintains up-to-date knowledge of the latest trends, techniques, and legal developments in tax appraisal.
  • Represents the department with dignity, integrity, and a spirit of cooperation.

 

  • High school diploma or equivalent
  • Minimum 1 year of college-level course work in Business Administration or related field
  • No experience required. 1 year experience applying principles of property valuations preferred
  • Must maintain a valid Nevada driver's license

An employee in this position must have the following knowledge, skills, and abilities upon application:

 Knowledge

  • Working knowledge of real estate terminology
  • Knowledge of basic mathematics and geometry.
  • Working knowledge of modern office practices, procedures, and regulations. 
  • Working knowledge and correct usage of business English including spelling, grammar, punctuation, vocabulary, and formats.
  • Working knowledge of business correspondence formats, data collection methods, record keeping, report preparation, filing methods, and records management techniques.
  • Working knowledge of personal computer hardware and software including word processing, spreadsheets, and databases for the purposes of creating, editing, and distributing information.
  • Thorough knowledge of all applicable federal and state laws and regulations, county ordinances and regulations, department rules and regulations, and relevant court rulings.

  • Understanding and carrying out complex written and oral communications.
  • Understanding, interpreting, and applying complicated policies, procedures and protocols.

  • Using the tools and equipment listed below.

Abilities

  • Performing detailed clerical tasks in an accurate, orderly, and timely fashion.
  • Accomplishing organizational goals and working independently on assignments from beginning to end.
  • Managing multiple deadlines and competing demands successfully.
  • Taking and applying measurements to determine the physical dimensions of a property.
  • Reading and interpreting legal descriptions, deeds of title, cadastral maps, building plans, and permits.
  • Collecting, assembling, tabulating, and analyzing data for use in arithmetical computations. 
  • Drawing charts and descriptive sketches.
  • Developing and maintaining effective working relationships with subordinates, peers, supervisors, city, county, state, and federal officials, and the public as needed. Dealing with problems courteously and tactfully.

An employee in this position must meet the following physical requirements upon application:

  • Work is performed both in the field and in an office setting. 
  • Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
  • Physical exertion will be required on occasion. The employee must possess the strength and stamina to bend, stoop, sit and stand for long periods of time.
  • While performing the duties of this job, the employee is frequently required to talk or hear, sit, use hands to finger, handle, feel or operate objects or controls, and reach with hands and arms. 
  • The employee is occasionally required to stand or walk on uneven terrain.
  • The employee must occasionally lift and move up to 25 pounds. 
  • The employee may be required to reach for items above and below desk level.
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The noise level in the work environment is usually quiet. Frequent interruptions to planned work activities should be expected.
  • Environment is generally clean with limited exposure to conditions such as dust, fumes, noise, or odors. 
  • Tools and equipment used include measuring tools, personal computer, printer, scanner, telephone, calculator, copy machine, fax machine, postage machine and other associated office equipment. 
  • Incumbent will occasionally be asked to travel in a passenger vehicle.
