Job Title: Facilities Manager
Founded in 1976 and headquartered in Arlington, VA, ELS, Inc. is an employee-owned small business that has been successfully providing Program Management, Acquisition, Business and Financial, Engineering, Field Engineering, Training and Logistics Support services to the U.S. Navy for over 35 years. We are a Prime contractor on both SeaPort-e and the Navy’s new Next Generation IDIQ NxG. ELS falls under Executive Order 14042 previously mandating federal contractors and subcontractors to be fully vaccinated against the Covid-19 virus in fall of 2021. At this time vaccination status will be asked for record keeping but is no longer a mandated requirement.
Job summary:
Task Area: PMS 525M, Manpower, Personnel, and Training
Provides guidance on the development and management of a 66K sq.ft. facility.
Recommends and implements preventive maintenance procedures to maximize the life expectancy of operational facilities.
Reviews historical data, writes reports to explain technical difficulties in maintaining facilities, and recommends solutions.
Provides guidance to facility managers/building custodians in determining safe, effective, and economical use and operation of facilities.
Description:
Coordinates with federal, state and local government agencies on matters concerning facility fire prevention, protection and suppression as well as emergency preparedness.
Performs routine inspections of existing facilities to ensure ongoing maintenance is
accomplished within applicable guidelines.
Manages environmental controls and abatements and proper handling of HAZMAT.
Ensures facility cleanliness is maintained.
Oversees contractors and internal staff for the operation, maintenance, repair, scheduling, and modification of the facility and grounds.
Institutes maintenance policy, determines facility condition indexes, performs annual facility condition surveys, and performs annual inspection surveys.
Manages energy resources by monitoring and improving facility energy use.
Serves as the safety officer and oversees safety training to ensure safe work practices.
Assists in final inspections of new facilities and projects to ensure compliance with Occupational Safety and Health Administration (OSHA) and contract specifications.

Requirements:
· 10 years’ experience working with U.S. Military facilities, safety programs, and project management |
· 5 years’ experience with Facility Risk Management to protect assets, property, equipment, Quality Assurance and Control, Operational Reports, Property Accountability, OSHA programs compliance, and safety programs |
· 5 years’ experience developing annual maintenance work plan, preventative maintenance plan and schedules |
· 2 years’ experience with contractor oversite including estimates and final inspection and delivered work sign offs |
· 2years’ experience planning, implementing, and supervising the execution of facilities operations, projects, maintenance, repairs, improvements, and common services covering all structures, grounds and utilities |
· Active Secret security clearance required |
Preferred Qualifications:
· Certified Associate in Project Management (CAPM) |
· Bachelor’s Degree in a related field |
