POSITION SUMMARY: The Director of Quality Improvement ensures the delivery of quality services for Elwyn New Jersey (ENJ) to individuals in residential and day programs in compliance with external and internal regulatory criteria and/or standards through the development, implementation, oversight, analysis, and realignment of a comprehensive and continuous quality improvement program as required by Centers for Medicare & Medicaid Services. Directs all quality improvement personnel. Develops and provides training in quality improvement procedures and outcome-based measures for all IDD employees. Identifies areas of additional training needs and communicates them to the Director of Training for follow up. Designs, develops, and facilitates quality improvement utilization and policy/procedures on safety for individuals supported in connection with risk management activities. Oversees compliance with the physical site and fire safety of all locations. Participates in on call responsibilities.

DUTIES AND RESPONSIBILITIES:

  • Coordinate, integrate, implement, and oversee comprehensive and a continuous quality management program including designing, planning, data collection, analysis, and reporting on program quality objectives for all of ENJ programs
  • Coordinate, integrate, implement, and oversee comprehensive and continuous quality improvement activities such as family and individual supported satisfaction surveys to ensure participation from key stakeholders in the evaluation and implementation of activities and action items in programs and the level of satisfaction of key stakeholders
  • Ensure compliance with Supports Program and Community Care Program Policies and Procedures, as applicable, by being fully aware of requirements in the Elwyn New Jersey personnel on the procedure manuals, developing and/or appropriately revising Elwyn New Jersey Policies and Procedures for compliance with the manual and training all Elwyn New Jersey personnel appropriately
  • Lead or delegate to Associate Director when appropriate, committees such as Policy and Procedure committee for ENJ, ensuring that all policies and procedures are reviewed annually, and new policies and procedures are developed as needed to remain in compliance with regulations and quality initiatives
  • Organize and direct Quality Improvement Specialists in the tasks of monitoring readiness and preparedness for inspections, including but not limited to ongoing auditing, training of homes' management personnel on items needing correcting, checking on corrections, and providing guidance on follow up required
  • Communicate and collaborate with operational leadership on an ongoing basis regarding findings and other issues important to the operations of their respective programs to ensure adherence to required regulations, action planning for Plans of Correction, improved communications and information sharing, and collaborative and timely communication with external stakeholders for the benefit of Elwyn New Jersey's programs
  • Develop and maintain a thorough understanding of the service area's core competencies, current strengths, and challenges; and assist the directors in developing programmatic enhancements, changes, and strategies to meet the needs of a changing population of individuals served and to distinguish service area core competencies in the future
  • Develop and implement systems for periodic internal evaluations of compliance with standards and systems for feedback and plans of correction to ensure programs' readiness for licensing and compliance with all requirements and regulations
  • Facilitate the survey process including but not limited to scheduling space, ensuring surveyor needs are met, and greeting surveyors; act as point person for surveyors, and scheduling
  • Lead the development and submission of Corrective Action Plans for all ENJ programs with task including but not limited to completion of the electronic Plan of Correction and acting as point for all Office of Licensing communications
  • Monitor program compliance with quality improvement standards, including but not limited to, the Department of Health, the Division of Developmental Disabilities' Office of Licensing, Office of Program Integrity, Provider Performance and Monitoring Unit and other monitoring and licensing bodies, as applicable to ensure all program standards are in full compliance with funding and regulatory requirements
  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
  • Work with, understand, and comply with terms and conditions of collective bargaining agreements (CBA) within a unionized environment
  • Maintain current state-mandated training and certifications in order to remain in compliance
  • Follow all current policies and procedures of Elwyn New Jersey
  • Cooperate with Elwyn New Jersey and the State of New Jersey Department of Human Services, or any other authorized investigating body during an inspection or investigation
  • Perform cardiopulmonary resuscitation (CPR), safe crisis management, and medication administration using agency-trained protocols
  • Perform other duties as assigned

IMMEDIATE SUPERVISOR: Executive Director, Quality Improvement, Supports for Living

DIRECT REPORTS: Associate Director, QI, QI Specialist(s)

CONTACTS: Elwyn personnel, individuals supported, parents/family members, federal, state, regional, and local agency personnel and visitors.

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

  • Bachelor's degree in a human services field (e.g., psychology, counseling, education, sociology, social work, special education, intellectual disabilities, etc.); master's degree in a human services-related field preferred. A combination of education and experience will be considered
  • Seven (7) years' experience in residential/day service management for people with disabilities including, but not limited to, quality improvement, regulatory compliance, program administration and/or direct program operations supervision
  • Experience working with people with developmental disabilities preferred
  • Two (2) years of supervisory experience
  • Knowledge/experience in applicable laws and regulations including but not limited to applicable New Jersey Division of Developmental Disabilities Circulars, Administrative Order, Danielle's Law, Stephen Komninos' Law, Community Care Waiver and Supports Program Policies and Procedures, and Standards for Community Residences for Individuals with Developmental Disabilities
  • Non-profit human service experience highly preferred
  • Previous experience working within a unionized workforce preferred
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR and safe care using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
