BASIC FUNCTION:
Data Specialist performs a variety of data tasks to manage agency data related to projects and investments, including capturing data, data validation, and routine data analysis. Prepare relevant reports for management and stakeholders. Assist in administrative activities related to data management, including data capture templates, and researching data errors. Lead critical efforts to consolidate project data into accessible reports, for internal and public use. Adheres strictly to policies and procedures and quality control standards.
WORK PERFORMED:
- Assist with audit readiness and preparation
- Maintain data forms for program reconciliation, updating regularly in preparation for program reporting and performing internal audits
- Generate weekly and monthly reports from data recording platforms
- Training staff on program processes
- Assist managers in development and implementation of data management processes
- Identify and recommend process improvements for the program documentation
- Provides regular data quality assurance on program and project data
- Participates in economic empowerment data training activities for groups and individual program staff
- Supports the updating and maintenance of economic empowerment data resources such as manuals, guides, and standard operating procedures (SOPs)
- Prepare data sets for import/export, uploads, and other data transfer and consolidation activities
- Maintain public-facing database, and oversee an ongoing effort to update such public data
- Work with other New York State Agencies on data collection
- Meet tight deadlines and manage working with staff across multiple units and agencies
- Respond to ad-hoc data requests with the ability to quickly analyze and summarize data
- Maintain up-to-date supporting documentation of data, including routine processes for cleanup/analysis, data catalogs, and data definitions.

Position expected to work onsite and/or remote consistent with NYS and ESD guidelines and needs
MINIMUM REQUIREMENTS:
Education Level required: Bachelor’s degree in relevant area such as statistics, math, or computer science or High School diploma (or equivalent) and specialized training or certificate.
Relevant experience required: 3-5 years of relevant experience. Experience with Microsoft Dynamics preferred.
Knowledge required: Ability to read, interpret, and verify data from multiple formats. Problem-solving skills, process improvement, and analysis skills. Must have meticulous approach to information verification. Excellent communication skills; proficient in MS Office: Word, Excel and PowerPoint.
