We are looking for an experienced and dynamic Quality Assurance Specialist to join our team.
Reporting to the Assistant Director of Quality, the Quality Assurance Specialist will use their skills to evaluate compliance efforts with internal policies and expectations and with external laws and regulations. The goal is to ensure abundance and excellence with service delivery. This position will have an assigned focus on our Educational Services and Treatment Foster Care programs.
The Quality Assurance Specialist is primarily responsible for development and implementation of internal quality measures to mitigate the risk of non-compliance with external laws and regulations, as well as ensuring excellence in service delivery. The specialist position will have assigned areas of focus so that review practices and measures are implemented for each service division: Developmental Services, Educational Services, Treatment Foster Care and Adoption and Immigration and Refugee Services.
MINIMUM EDUCATION, TRAINING, REQUIREMENTS AND PREREQUISITES
- Bachelor’s degree and 5 years’ experience in a human services delivery or educator role required.
- Master’s degree in Social Work or other Human Services field preferred.
- Demonstrated skill in interpreting regulations and evaluating compliance in agency policies, procedures and service records.
- Strong understanding of state licensing, Medicaid and accreditation regulations and processes.
- Demonstrated understanding of agency Guiding Principles, Vision, Mission and Program Model.
- Excellent organizational and time management skills.
- Good oral, written, interpersonal and communication skills.
- Ability to work independently with minimal supervision and embrace a spirit of teamwork.
- Ability to absorb, analyze and organize information and ideas.
- Ability to work effectively with people from diverse backgrounds.
- Ability to maintain valid Virginia Drivers’ License.
- Ability to drive agency vehicle and access to a personal vehicle.
- Ability to travel regularly to site offices throughout the state.
- Ability to work a flexible work schedule including weekends.
- Ability to utilize MS Office and learn a variety of software.
SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions: May be required to perform any of the following duties:
- Maintains a working knowledge of regulations and guidance of assigned areas such as Virginia Department of Social Services (VDSS), Department of Behavioral Health and Development Services (DBHDS), Department of Education (DOE), Medicaid (DMAS), Virginia Association of Independent Specialized Education Facilities (VAISEF), Office of Refugee Resettlement (ORR), and Commission on Accreditation of Rehabilitative Facilities (CARF).
- Demonstrates the ability to analyze and apply multiple sets of regulations and standards to service delivery.
- Collaborates with Quality and division leadership to develop a process for the review of records of persons served, ensuring compliance with the applicable regulations and laws as well as exemplifying adopted best practices.
- Provides hands on support to division staff for implementing the review process.
- Conducts review of records of persons served in addition to the routine division reviews such as HR file reviews, to ensure quality of records as well as the effectiveness of the review process and tools.
- Provide tracking for all reviews and analyze the findings in an effort to identify trends and practices that are exemplary or needing improvement.
- Collaborate with Quality and division leadership to address compliance concerns in relation to laws, regulations and standards as necessary.
- Generate recommendations for changes to procedures, forms and policies to improve regulatory compliance and assist in implementation as needed.
- Engage with staff across all divisions of the organization in a strength-based manner to ensure compliance, develop best practices, identify areas for additional support and create a culture of shared ownership and engagement in quality improvement.
- Integrate the findings of external audits or licensure findings and policy changes to the internal quality review process.
- Maintain an agency tracking system for internal quality reviews to maintain consistency and readiness for external reviews/audits.
- Track compliance data and develops action plans for licensure preparation and corrective measures.
- Monitor, implement and ensure compliance with appropriate risk management protocols and HIPPA.
- Assist in analyzing work processes to improve outcomes and enhance staff productivity and agency goals.
