Eligible for NY HELPS, transfer under Section 70.4, 55b/c candidates: Must meet the open competitive minimum qualifications below, employees must meet the minimum qualifications below. Minimum Qualifications for appointment to Engineer Trainee, NS:

A bachelor’s degree or higher in engineering or engineering technology as listed below;

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year, you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a bachelor’s degree or higher as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Duties Description
1. Regulation of Municipal, Industrial,Private/Commercial/Institutional Wastewater collection and treatment facilities, involving following tasks:
  • Review of facility operational data, monitoring reports,compliance documents, etc. to ensure permit compliance and adherence to agency rules and regulations;
  • Review of SPDES permit applications, fact sheets, and facility permits, and development/drafting of SPDES permits;
  • Performance of facility compliance inspections and documentation of findings;
  • Performance of engineering reviews of proposals, reports,plans and specs for SPDES permitted facilities and REDI projects.
2. Oversight of large farm (concentrated animal feeding operations) facilities throughout the Region, tasks including:
  • Conducting compliance inspections and documenting findings;
  • Performing response to and inspections of complaints related to agricultural operations.
3. Conduct routine inspections as well as response to complaints at both construction sites and industrial facilities to determine compliance with applicable General Permits for Stormwater Discharges from Construction Activity and Industrial Activity.
4. Conduct sampling as needed, as well as required for Rotating Integrated Basin Strategy (RIBS) program.
5. Conduct and/or assist in response, including investigations and enforcement as necessary, of water quality related complaints from the public or other sources.

Must have a valid driver’s license or demonstrate the ability tomeet the transportation needs of the position. Must be able tonegotiate difficult terrain Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel maybe required. Overtime may be required. Overnight travel may berequired. Must be able to lift and move objects up to 50 pounds.Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
