We currently have an exciting opportunity available for an experienced Progress 4GL Developer
Software Developer IV is a technical project lead within the Information Technology team. The Software Developer IV will ensure that all development of new applications and maintenance of the RCM billing system is carried out in a timely fashion. Execute at management direction to ensure the definition of customer and user requirements, systems analysis, as well as the designing, building, testing and implementation of mission critical systems. Software Developer IV is responsible for all duties and functions within the projects they work on with the goal of increasing productivity, quality of work, and the effectiveness of staff efforts related to the project.
Responsibilities
- Responsible for the day-to-day maintenance and new development of the RCM system, create and maintain interfaces and applications, develop test cases, conduct testing and document test results.
- Escalate risk to management appropriately. Quantify risk and help assess business impact.
- Adhere to all company policies and procedures and comply with information systems security. Know and follow Information Systems security policies and procedures. Attend Information Systems security training, when offered. Report information systems security problems.
- Perform technical design and functional specifications for business applications, identify user needs, analyze options and alternatives, and evaluate functionality and integrity of applications.
- Utilize various methods and processes to enforce requirements and design formal solutions in response to those requirements. Recommend modifications to applications as appropriate.
- Prepare or assist in the preparation of project plans and resource projections for activities performed within the framework of a given project. Define project scope as well as prepare work plans for the project
- Enforce established procedures, policies, and standards within the development team.
- Communicate overall goals and priorities for the management team as they relate to RCM KPIs. Monitor changes in priorities and the resulting maximization of revenue. Ensure appropriate follow-through.
- Clearly communicate goals and objectives; monitor them regularly through counsel and documentation.
- Delegate appropriately to subordinates; communicate clearly and thoroughly expectations regarding all delegated work.
- Seek opportunities to improve work environment.
- Manage and inspire staff with an “forward thinking”, positive leadership style. Promote the advancement of the best performers.

Qualifications
- Minimum of Eight (8) years of experience in managing software design projects and team members on enterprise or divisional systems with large revenue responsibilities.
- Must have formal relational database training and data modeling skills. Must demonstrate a history of project management, technology investigation, technology implementation and technology oversight in various capacities.
- In depth and detailed knowledge of the analysis, installation, modification and support of operating systems, databases, and utilities developing applications in one or more component and service-based architectures (Open Edge (Progress 4gl), Oracle, Java, Postgress, XML).
- Project management experience (including complex, multi-million dollar projects affecting multiple constituencies and systems)
- Healthcare background is preferred, with experience and certification in integration tooling, and integration standards such as HL-7 and ANSII X12 .
- Background in a highly regulated industry is preferred. A well-qualified candidate will have a demonstrated knowledge of HIPAA, ACA, Sarbanes-Oxley and other critical governmental regulations.
- Experience implementing Business Process Automation to standardize business process, add automation, and delivery scalable solutions.
- Solid hands-on troubleshooting, problem solving and technical problem analysis skills.
- Experience in Agile/Scrum methodology
- Ability to communicate clearly and appropriately, both written and orally.
- Convey thoughts in a well-organized, concise manner. Use appropriate grammar and punctuation in written documents
- Bachelors Degree in computer related field or combination of related work experience and education required.
- 5 or more years of experience in managing professionals. Prior experience working with/and or managing offshore development efforts is preferred
- To perform this job successfully, an individual should have knowledge of:
- Microsoft Office Suite
- Hands-on Experience Open Edge (Progress 4gl), Oracle, Java, Postgress, XML, and AWS to deliver mission critical applications.
