MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The primary responsibility of the Employment Counselor Recruiter (EC) is to recruit, vet, and refer qualified job seekers to job order postings generated by their Industry Sector Team (IST) Business Service Representative from businesses within assigned industry(s). The Recruiter (EC) advises job seeker customers on such matters as job search methods and job interview process; reviews and analyzes customer information through records, tests and interviews; delivers workshops and informational sessions, maintains liaison with public and private organizations; maintains timely and comprehensive customer information in the Massachusetts One Stop Employment System (MOSES) database and performs related work as required.

Duties include but are not limited to:

  • Fill open job orders as developed by Business Service Representative (BSR) staff with qualified unemployed or under-employed job seekers.
  • Manage full lifecycle of the recruitment process to ensure process efficiency including sourcing, screening, interviews, and candidate preparation.
  • Prepare and present qualified slate of candidates to open job orders. May interface with the client hiring manager to ensure satisfaction with referral and job placement services.
  • Work in tandem with other Employment Counselors to cultivate candidate pipelines and match qualified customers to open positions.
  • Responsible for attracting prospective candidates to job postings by conducting internal and external searches through strategic sourcing (networking, cold-calling, job board utilization, etc.). Develops and implements innovative recruiting strategies including strong usage of sourcing channels and advanced internet mining techniques.
  • Develop a keen understanding of business client culture across assigned industry/industries to ensure best candidate selection. Learn and incorporate specialized skill sets that employers seek within those fields in the recruiting process.
  • Provide information, assistance, support, and guidance to customers on such matters as job search methods, job interview process and identifying solutions to real or perceived barriers to employment. Recommend specific courses of action to prepare customers for employment opportunities.
  • Assist Business Service Representatives with Recruitments, Job Fairs, Employer Informational sessions, and other employer-related activities.
  • Serve as back up Case Manager for job ready customers to determine job search progress until the customer has obtained employment.
  • Facilitate Career Center Seminars and conduct RESEA reviews which include intensive one-on-one career action plan and job search review.
  • Maintain and document all services and notes in the Massachusetts One Stop Employment System (MOSES) database for monitoring review and compliance.
  • Conduct interviews with job ready jobseekers to provide guidance, suggest approaches and assist them in achieving employment goals in accordance with federal and state law and regulations and agency guidelines.
  • Maintain liaison with public and private organizations, including WIOA Partner organizations and community organizations, to promote programs and services, exchange information and develop the resources necessary to provide high quality customer services.

Preferred Qualifications:

  • Demonstrated and well-practiced presentation skills.
  • Extensive knowledge of and experience with labor market tools such as Burning Glass/Labor Insight, TORQ, MassCIS, JobQuest, and other related labor market information tools used to assist job seekers with attaining their employment goals.
  • Knowledge and demonstrated practice of interviewing techniques.
  • Proven knowledge of the types and content of occupations common to the public and private sectors.
  • Knowledge of the types and demonstrated practice in the use of reference sources for occupational information.
  • Demonstrated ability to analyze and determine the applicability of occupational/ vocational data, to draw conclusions and to make appropriate employment recommendations.
  • Ability to communicate effectively in oral and written expression, including demonstrated skill in report writing.
  • Demonstrated ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds, establish and maintain harmonious working relationships with others and interact with people who are under physical and/or emotional stress.

Minimum Entrance Requirements:

Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in employment counseling, vocational counseling, guidance, placement counseling, rehabilitation counseling or educational counseling, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in counseling or guidance may be substituted for the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
