We are hiring one (1) Full Time, Permanent Engineer, Concept Development position working out of Edmonton, AB.

 

The Engineer, Concept Development is accountable to develop the concepts, business cases, and scope definition for drainage asset renewal, relocation and rehabilitation, and other appropriate projects. These include but are not limited to the identification of system deficiencies, the development of solution alternatives, and other activities to support Sanitary Integrated Resource Plan (SanIRP), Corrosion and Odour Reduction (CORe) Strategy, and rehabilitation programs based on the asset management plans.

What you’d be responsible for

  • Develop specific strategies to support EPCOR’s overall drainage strategies, such as SanIRP and CORe.
  • Conduct concept development to identify acceptable mitigation options that will maintain and/or restore system to acceptable performance limits and in a safe and reliable manner. Making recommendations and suggestions for resolution of concept development supported by sufficient justifications.
  • Perform technical review and comment on reports received from various internal and external sources.
  • Initiate new capital projects/programs by developing project scope of works, high level cost estimation and schedules, and prepare required project justification documents in a reasonable timeline following EPCOR’s project approval procedures. Provide planning support throughout the project execution.
  • Develop annual budget plans and long-term drainage renewal capital project plans.
  • Develop prioritization plans for trunk sewer inspection, cleaning and rehabilitation based on EPCOR risk matrix.
  • Act as consultant to internal stakeholders at project planning stage; provide appropriate insights to groups supported by sound technical judgement and justifications.
  • Communicate and collaborate with the City of Edmonton and other external and internal stakeholders for applicable projects.
  • Prepare technical reports (e.g. asset condition assessment, conceptual design, drainage studies, and project scope evaluations), project/program requests, capital project justification sheets, necessary business cases and other documents in support of regulatory filings and other requirements.
  • Perform other duties as assigned.

What’s required to be successful

  • Engineering Degree in Civil or Environmental Engineering from a recognized university.
  • Registered with APEGA with as a Professional Engineer (P. Eng.), or an Engineer in Training (EIT).
  • A minimum of three (3) years of progressively responsible experience in related to drainage planning, design, construction and project management.
  • Broad knowledge and understanding of drainage systems.
  • Knowledgeable on various drainage rehabilitation techniques and construction methods.
  • Knowledgeable of Multi-Sensor Inspection (MSI) and Closed Circuit Television (CCTV) inspection with the application of the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) standard.
  • Familiarize with Drainage Design and Construction Specifications and Standards.
  • Sufficient technical writing skills to prepare technical reports, business cases and project justification documents.
  • Sufficient project management skills to be able to initiate projects ready for delivery with acceptable quality and timeline.
  • Be able to conduct concept development on a variety of projects confidently to move the projects forward efficiently.
  • Be able to conduct research and develop criteria, standards, and procedures to support drainage planning strategies.
  • Experience with data analytical using GIS.
  • Experience with hydrologic and hydraulic calculation/modelling.
  • Willing to listen, actively seeking clarifications, and adopting other’s suggestions
  • Strong problem solving skills with strategic thinking.
