What are the responsibilities and job description for the SENIOR PAYROLL SPECIALIST position at Erie County Medical Center?
DISTINGUISHING FEATURES OF THE CLASS: The work involves processing payroll and monitoring a centralized automated payroll/time and attendance system at the Erie County Medical Center Corporation. The incumbent reviews, edits and audits payroll and time and attendance records for accuracy, timeliness and conformance to policy and procedures. The incumbent reviews time and attendance of employees of external agencies as contracted by ECMCC and submits reports to the respective agencies. This title differs from the Payroll Specialist by virtue of the performance of duties related to higher-level payroll functions requiring the use of analytical judgment in the collection and evaluation of data and making recommendation for policy and procedural changes. The incumbent will exercise independent judgment in making recommendations and resolving problems presented by subordinates. Work is performed under the general supervision of a higher-ranking employee. Supervision is exercised over lower-level employees. Does related work as required.
TYPICAL WORK ACTIVITIES:
Oversees the payroll and time and attendance records for ECMCC and external agency employees;
Reconciles hours worked by external agency employees;
Prepares correspondence regarding funds due to external agencies in accordance with associated contracts;
Reviews and evaluates existing processes and assists in the development and implementation of the methods and procedures used for payroll processing;
Monitors compliance with related Federal, State and local laws and rules;
Participates in the administration of payroll projects and programs, including but not limited to research, development and implementation of time and attendance upgrades of an automated payroll system;
Oversees tax reporting for payroll;
Researches, makes recommendations and implements departmental policies and procedures for payroll processing;
Reviews problems presented by subordinates and provides recommendations or solutions for resolution;
Trains subordinates in the use of automated time and attendance tracking systems and other payroll processes/functions;
Participates in the analysis of changes to bargaining unit contracts and proposals as it relates to its impact on the payroll processing function.

Thorough knowledge of automated payroll and time and attendance systems in general and as utilized at ECMCC; thorough knowledge of payroll procedures, forms and terminology used in the processing of employee payrolls; thorough knowledge of types of payroll deductions and methods for implementing deductions from employee pay; thorough knowledge of ECMCC’s collective bargaining agreements; strong analytical skills; ability to make accurate computations; ability to understand and interpret written material; ability to supervise the work of others; ability to train others; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; ability to utilize a variety of electronic software applications; detail oriented; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
- Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and one (1) year of payroll processing experience utilizing automated payroll and time and attendance systems; or:
- Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered college or university and three (3) years of payroll processing experience utilizing automated payroll and time and attendance systems; or:
- Graduation from high school or possession of a high school equivalency diploma and five (5) years of payroll experience utilizing automated payroll and time and attendance systems; or:
- An equivalent combination of training and experience as set by the limits of (A), (B) and (C).
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
