What are the responsibilities and job description for the Clinical Director position at ETCADA?
General Description:
The Clinical Director is responsible for overseeing and managing the development, implementation, and evaluation of the ETCADA Outreach, Screening, and Referral (OSAR), Recovery Support Services (RSS), Intake, State Certified Training Center, Choices and Consequences, and Clinical Training Institute (CTI) programs aimed at addressing specific social issues within a community. Also responsible for contract adherence, funding sources outputs, and outcomes delivery. This role requires a combination of leadership, strategic planning, program development, and evaluation skills.
Job Duties and Responsibilities:
o Provide program oversight and ensure compliance for all assigned programs.
o Assure timely and accurate submission of all programmatic reporting.
o Assure regulatory and grant compliance with all funding sources.
o Assure policies and procedures are implemented and followed by all assigned staff.
o Assure all assigned staff satisfy training requirements.
o Observe staff service delivery, program fidelity, review results with staff to develop corrective measures and training.
o Oversight of the current resource file containing comprehensive information on local resources
- Network with community entities to ensure awareness of available services.
o Provide guidance and technical assistance for program service delivery to ensure staff members are culturally competent, trauma-informed, and wellness centered.
o Participate as a member of the Quality Management team.
- Provide or oversee the provision of intensive case management and support for participants.
- Provides oversight/supervision for group and life skills training facilitation.
o Conduct motivational interviewing and other engagement techniques as appropriate.
o Maintain required participant documentation for ETCADA and funding entities as appropriate and required and/or in paper files. Responsible for recording and reporting applicable data per grant dictated requirements.
o Ensure that coverage of all required workdays and facilities is maintained.
o Maintain 24 hour/7 on-call telephone crisis schedule.
o Function as a member of the management team working collaboratively with administration and staff to achieve the mission and objectives of ETCADA.
- Implement the principles of trauma informed care consistently. Provide safety and security for all participants.
- Follow all policies and procedures and recognize where it is appropriate to contact administration for direction prior to action.
- Maintain a pleasant, cohesive work environment that is welcoming to all participants and visitors.
- Must be self-driven and quickly address staff issues on a professional level.
- Ensure program design, content, communications and materials are culturally, linguistically, and developmentally appropriate to the target population.
- Assist with writing, reporting, and providing data relevant to the accurate writing of grants.
- Travel in service area and work a flexible schedule as required for fulfilling contract requirements.
- Arrange for proper procurement of grant-related goods and services.
o Ensure the facilities and workspace are cleaned weekly and neat and orderly.
o All other duties as assigned.
Education and Training Requirements:
o Bachelor’s degree in behavioral science or related field (preferred).
o Licensed as a chemical dependency counselor LCDC required (or state recognized, equivalent licensure as defined in the Department of State Health Service’s rules/ TDLR)
o Qualified Credentialed Counselor QCC
o Two (2) years experience in substance use and misuse (treatment and/or intervention).
o CE Recovery Coach Academy Instructor
o Certified in SASSI
o Certified Recovery Support Peer Specialist (RSPS) within 1 year
o Certified Peer Specialist Supervisor (PSS)within 1 year
o Certified Recovery Support Peer Specialist (RSPS/CORE) Instructor within 2 years
o Complete all required trainings to maintain licenses and certifications
o CPR certified or within 60 days of hire
Knowledge, Skills and Abilities Preferred:
o Possess addiction counseling competencies in the eight elements of professional practice dimensions
o Knowledge and understanding of addiction and other problems related to substance use/misuse
o Knowledge of available community resources
o Knowledge and skills in the Clinical Management for Behavioral Health Services
o Knowledge and skills in Recovery Oriented Systems of Care and Recovery Coach training and supervision
o Excellent oral and written communication, interpersonal, and networking abilities
o Strong leadership and team management skills
o Knowledge of grant writing and fundraising
o Data analysis and evaluation skills
o Proficient knowledge and computer skills in programs such as Word, Outlook, Access, focusing on Excel. Prefer a higher level of expertise or a willingness to learn and master the skills necessary
o Ability to work effectively as a strong leader as well as a member of a team
o Familiarity with relevant laws, regulations, and best practices
o Ability to work as a member of a team and with other community professionals
o Minimum of three years of sobriety if in recovery from chemical dependency
o Knowledge of professional standards and performs in a manner consistent with the ethics identified therein
Salary : $45,000 - $51,000
