FINANCIAL ANALYST

 

District and Department Overview

 

The Everett Public Schools Finance Office provides fiscal and strategic support for the development, implementation and oversight of the district’s $120M budget, supporting the ambitious educational mission of the Everett Public Schools with finite financial resources with fiscal integrity and compliance to all State and Federal laws.

           

 

General Position Description

 

Working closely with school principals, head teachers,  department heads, other municipal departments and senior leadership, this position will provide targeted support for the development, implementation, and monitoring of the district's  budget and external funding.

The Financial Analyst will play a central role in the overall management of a multitude of grant programs, individuals, and activities to enable the highest level of efficiency, transparency, and fiscal integrity for the Finance Office. Using sound judgement and taking initiative, this position will take a prominent role in the development of the annual fiscal budget, monthly financial reporting, procurement of all district needs while also building and streamlining processes, communicating key information, and ensuring fiscal compliance for all programs. This is a position for an accomplished organizer who is committed to public education as well as to developing and implementing management and administrative systems needed to run an effective organization.

The ideal candidate will demonstrate excellent interpersonal and communication skills, both verbal and written; is an innovative problem-solver, the ultimate project manager and should be a self-starter who is able to manage a project from development through completion; have excellent judgment; and have the ability to manage a fast-paced and multi-faceted workload with keen attention to detail.

 

 

 

Responsibilities

 

Duties and Responsibilities include but are not limited to:

  • Coordinate the planning, organizing and development of annual school budgets.
  • Assist in performing initial review and multi-year trend analysis of revenue and expenses to ensure accurate projections including cost-outs related to collective bargaining.
  • Assist in examining budget estimates for completeness, accuracy and conformance with procedures and regulations.
  • Monitor disbursements to identify rates of spending comparatively to budget, conduct research, identify issues as they arise and communicate recommended corrective steps as needed.
  • Prepare monthly reports ensuring compliance within established departmental budgets.
  • Respond to finance and budget inquiries from staff, departments and the public.
  • Make recommendations to improve management of department budgets.
  • Seek new ways to improve efficiencies and recommend policy adjustments accordingly.
  • Prepare monthly flash reports for presentation to the Superintendent and School Committee.
  • Assist with year end budgetary reconciliations, prepare transfer recommendations and appropriation increases, as well as participate in year end reporting preparation for reports filed annually with the Department of Elementary and Secondary Education (DESE).
  • Ability to manage confidential information.
  • Assist in responding to Public records requests within statutory guidelines.
  • Assist the Chief Financial Officer with development of annual operating and capital budgets.

Track implementation status and spending on capital projects.

  • Assist in drafting and reviewing the annual End of Year Report. Creating templates for future End of Year reports.
  • Track expenses relating to projects and non-recurring expenses that post in various accounts for possible state and/or federal reimbursements.
  • Reviews and processes requisitions, invoices and vouchers for the district.
  • Coordinate Everett Public Schools (EPS) responsibilities in responding to various independent audits.
  • Prepare reports, analysis, and research to support the financial operations of the District.
  • Monitors and maintains inventory for postage machine, fax, copier and office printers.
  • Responds to requests for information from management, vendors, staff and other interested parties.
  • Perform additional duties and or special projects as requested.
  • Process Medicaid reimbursements, which includes reporting of salaries, random moment staff, transportation, tuition and cost report. The reports are quarterly, however, updates are daily.  Constant contact with Shore Collaborative keeping them updated on any changes to staff.

 

 

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s Degree required in accounting, public admin. or finance related discipline.
  • Minimum of 3 to 6 years’ relevant budget/financial experience
  • Demonstrated proficiency with Microsoft office products. Ability to transition system upgrades and changes as they occur. Knowledge of MUNIS and/ or Softright Systems is a plus.
  • Must possess strong communication, analytical and interpersonal skills. Comfortable with troubleshooting issues in a professional manner.

  • Strong time-management skills, ability to organize time efficiently; prioritize multiple tasks and adjust workload as needed in a team
  • Highly effective written and verbal communication skills.
  • Self-starter, with a strong work ethic, who is flexible and open to change.

WORKING TIME:
Full time; steady with peak periods, working outside traditional working hours including nights and weekends.

SALARY:
Compensation is commensurate with experience and education. This role is an exempt, full time 12 months salaried position.
