PRINCIPAL ACCOUNTABILITIES:(The major activities or end results necessary to fulfill the position requirements on an ongoing basis)
1.Manage the ESSHQ Department for optimum performance and maintain a technically competent staff.
- To ensure staff have strategic direction, required training as well as appropriate coaching and professional growth
- Share leadership in site improvement efforts and general management of the facility consistent with the stated beliefs, values, and behavioral standards of the site.
- To ensure compliance with all ESSHQ regulations
- To manage ESSHQ expenses
- To ensure effective department service to all levels of the organization
- To develop, maintain and communicate site safety metrics and execute action plans to ensure continuous improvement
- To perform safety assessment for all plant operations

- Prepare an annual budget related to these areas.
- Create purchase requisitions necessary to implement the portion of the Loss Prevention program under this position's span of control.
- Ensure the annual training plan is up to date in relation to environmental training requirements, such as RCRA, SPCC, SWPPP, TSCA, etc and Process Safety.
- To ensure effective training programs are executed and maintained, such as RCRA, SARA, SPCC and Contingency Plan to site personnel.
- Coordinate training as required with site trainers.
- Establish and maintain a leadership role in both in-plant and off-site incident response.
- Ensure representation from Tonawanda at CAP meetings, annual drills, and training sessions.
- Assist ESSHQ in carrying out the committee's objectives, including updating the Tonawanda Emergency Response Manual and implementing any changes that are made.
- Prepare Crisis Management plans and protocols.
- Take part in site meetings to communicate and receive feedback for the department. This also includes work teams to improve programs.
- Keeps Tonawanda management team abreast of all federal, state and local fire safety and Dept of Homeland security regulations and policies that impact the facility.
- To manage any site contract Security Officers
- Assists with and leads as required the investigation into safety and security related incidents, prepares reports and submits as required
- Audit compliance with security procedures and methods and routinely inspect physical facilities security systems.
- To ensure compliance with security policies and procedures including maintaining compliance with Homeland Security & DOT requirements
- To provide support to Tonawanda plant with regards to security
- Function as the Site Security Officer (SSO)/Facility Security Officer (FSO).
- Ensure security incident reporting is performed.
- To oversee thorough investigations of all site work related accidents, incidents, near misses and property damage by ensuring root cause analysis is performed, follow-up is done to minimize future exposure and proper records/documents are maintained
- To manage and maintain OSHA logs for all three sites
- To manage the industrial hygiene monitoring of employees
- To conduct, coordinate and track various training to support company programs
- Direct loss-prevention efforts aimed to reduce incidents and enhance personnel response through the use of training, drills, and audits.
- Champion specific site loss-prevention initiatives.
- Assist in the development and maintenance of the loss prevention program related to mitigation systems for the persulfates and peracetic acid plants.
- Plan, schedule, conduct, and recommend training to meet loss-prevention philosophy and needs.
- Ensure compliance of loss-prevention initiatives and programs with applicable corporate guidelines and safety regulations (e.g., OSHA, DOT, EPA, NFPA, etc.). • Participate in HAZOPs, PHAs, and incident investigations as warranted or requested.
- Initiate, plan, and promote process projects which maintain or improve the Loss Prevention impact of the facility.
- Function as plant liaison to Erie County LEPC
- Function as plant liaison to the NYS Chemical Council and actively participate in subcommittees.
- Participate in local CAP meetings as directed by Resident Manager.
13. To manage and ensure process safety, health, environmental and DOT compliance
- To ensure routine inspections are done timely and effectively, including but not limited to inspections of fire extinguisher, eye wash stations, satellite accumulation storages, etc.
- To ensure all environmental permits are maintained and current
- To manage all on-site inspections
- To ensure site activities are within permit limits
- To oversee waste shipments and ensure that EPA, NYS DEC and DOT regulations are met
- To manage and ensure compliance with all process safety management systems and critical compliance requirements for the site.
- To manage scheduling and compliance for site PSS studies and revalidations.
- To lead and continuously improve all environmental and health & safety programs
- Review TSCA implementation and compliance guide
- Complete and submit assessments
- Conduct annual self assessment
- Review and update annual applicability form
- Management Responsibility to ensure that the Quality and Food Safety Systems are designed, implemented and effective to meet both Quality and Food Safety Objective. The Quality Manager is the SQF Practitioner on-site.
- To maintain up to date product specifications
- To ensure quality functions are well integrated and optimized for routine operations
- Ensure that the HACCP plan is developed and implemented.
- Oversee creation of the Food Safety Plan
- Ensure Effective Implementation of the Food Safety System
- Manage/Oversee all Food System Verification Activities
- Ensure that all significant changes to the Food Safety System are managed via the MOC process
- To ensure quality incidents are properly reported and investigate.
- To ensure that all quality action items are completed in a timely manner whether arising from follow-up to a quality incident, a customer quality audit, an internal or external continuous quality improvement initiatives and drive the quality culture
REQUIREMENTS
- BS Chemical, Health and Safety, Industrial or Environmental Engineering, preferred
- Professional certification preferred (CSP, CHMM, CIH, CPEA)
- 5-10 years of experience in ESSHQ, preferably in a chemical manufacturing environment
- 3-5 years' experience in a managerial/team leader role with direct reports
- Experience with management systems preferred, ISO9001, RC14001, ISO50001 and FSSC22001
- Proven ability to influence actions and mindsets in leadership team
- Strong communication skills are a requirement of the position in addition to the ability to work effectively in a multi-user environment
