The Environmental, Health, Safety, Security and Quality (EHSSQ) Manager is a leader on the Site Leadership Team (SLT) with an emphasis on Environmental Excellence, PSM, Safety Culture and managing the day-to-day EHSSQ responsibilities including compliance and reporting both internally and externally. This position is the leader for Emergency Response, OSHA Safety and Health Reporting and Compliance, internal and external EHSSQ audits, safety culture, and other EHSSQ programs. The position directs site implementation activities utilizing multi-functional specialties of process safety, personnel safety, Industrial Hygiene, occupational ergonomics, fire protection, emergency response, training and security for the Garyville, LA site.The ESSHQ Manager is responsible for all waste profiles generated and approval of all new raw materials at the Garyville Site. The manager must determine the appropriate disposal method and industry partner for each new waste stream with respect to the most cost-effective solution in compliance with all Federal and State regulations.This position is responsible for compliance and oversight for all federal, state, local, Evonik, and North American Region Health, Safety and Security regulations. This also includes applicable industry best practices including NFPA, ANSI, and ASME. The EHSSQ manager will also have responsibility for reporting the status of PHA action item completion to the North American Leadership Team. This position will also be an administrator for ESTER which is the Evonik MOC and incident reporting tool.This position is the site representative to all legal entities (local, state, federal) regarding all EHSSQ activities, requirements, and compliance. The job requires strong knowledge, leadership, and communication skills to work with a broad team to build a solid EHSSQ culture. This position has administrative responsibility for developing and maintaining compliance with highly regulated programs to include: the OSHA Hazard Communication standard (Right-to-Know training, SDS management, site chemical inventory, labeling), OSHA respiratory standard (training, fit testing, respirator selection), asbestos (awareness training, sampling, and function as site certified asbestos inspector), lead (sampling, awareness training). This position drives the entire site to achieve the ESSHQ goals and targets of both North America and Performance Materials in addition to the Garyville site specific goals.Maintain a leadership focus of long term strategic and sustainable safety culture and systems. Responsible to ensure that any additional tasks, activities, actions, or changes onsite support the safety culture.

- Manage general of the site EHSSQ Dept. including all environmental regulations for the state of Louisiana. Manage all local and state requirements for air, water and RCRA compliance. Responsible for site security.
- Manage the DETER system for the Garyville site. Responsible for budget compliance and billing of 3rd party contractors for environmental testing & support.
- Responsible for all site security functions and compliance per Evonik BTD (new processes)
- .Manage all employee incidents on the site to minimize OSHA recordables and workers compensation issues.
- Drives continuous improvement throughout the organization with a EHSSQ focus.
- Lead and maintain Site Occupational Health Program including random drug testing, annual physical, ergo assessments, new employee physicals, ISO, and Industrial Hygiene functions for the site.
- Responsible to ensure EHSSQ training is adequate. Facilitate training as required. This includes development of departmental employees for department support.
- Responsible for reporting and driving compliance for all SP EHSSQ systems: MOC, ESTER, EMI, CoPA, Success Factors.
- Provide direction and support to unit/area Managers in identifying and evaluating potential hazards and regulatory compliance.
- Responsible for all waste disposal across the site and maintaining an accurate list of waste profiles.
- Responsible for site OSHA compliance, HazCom, Respiratory, Radiation, Asbestos and Lead programs
- Oversees and modifies ESH policies and procedures that impact plant operations, business and/or the community.
- Lead Safety and compliance meetings across the site and ensure compliance with ISO 9000 and 14000 standards and requirements.
- Lead all RMP and RC14001 reporting requirements
- .Lead for all environmental regulations for the state of Louisiana and ensure air and water compliance and reporting deadlines are met
- .Lead for all Life Critical Procedures on site including internal and external audits, training and emergency drills.
- Strategic lead for Evonik membership with the local CAP (Community action Plan).
- Responsible for coordinating site emergency drills
- Determines permit strategy for site in review of local regulations.
- Lead preparations for severe weather - coordinate with Production Manager and Maintenance Manager
- .Produce and/or oversee all required regulatory reporting and compliance
REQUIREMENTS
- This position reports to the Garyville Site Manager. This position will provide support and direction to the Department Managers and leads the quality work team.
- Minimum educational requirements are a B.S technical degree (EHS Engineer, Environmental Engineer, Chemical Engineer) with a minimum of 10-15 years of experience in EHSS regulation, preferably with a strong understanding of Louisiana regulations and manufacturing requirements. Minimum of 3 - 5 years of EHSS management experience required.
- The incumbent will have to regularly interpret complex EHSS legal requirements and regulations. Excellent language, communication and leadership skills are required.
- The incumbent will also have to participate in technical reviews of new products and processes to support both the QC lab and EHS regulations. A thorough knowledge of industrial production processes is required.
- High value is placed on interpersonal skills as interfacing with maintenance and operating technicians is required in addition to being the Evonik representative in the community, with regulatory agencies, and within the site.
- It is preferred that the incumbent has experience setting strategy for an organization and leading both technical and hourly teams to achieve targets.
- Decision making authority encompasses the full range of EHSSQ requirements in consult with the Site Manager and PM EHSSQ Leadership Team. Ability to navigate a matrixed EHSSQ organization to drive value for the site is critical.
