This recruitment is for two positions with the Office of Procurement, Acquisition, and Logistics-Technology Acquisition Center located at 23 Christopher Way, Eatontown, NJ 07724.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements for GS-13:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

Specialized Experience:
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Mastery knowledge and experience in the following: working with the contracting officer and contract specialist to develop price solicitation language; price evaluation plan and criteria; price evaluation spreadsheet and preparing comprehensive price reports to include an analysis of proposed contractor prices; performing price and cost analyses on various elements of major contractor proposals to include all direct and indirect costs, such as: material; labor; overhead; general and administrative expenses; facilities; and other costs; analyzing, evaluating and participating in negotiations of contractors' proposals and other pricing and financial matters; analyses involve a range of factors affecting contractor's costs and prices, where little or no historical data is available; long term actions ranging from 1 to 5 years, with the major acquisitions ranging from 5 to 15 years; evaluating reasonableness of a contractor's proposed price through cost and price analysis by using accounting and auditing data, forecasting techniques, learning curves, and regression analysis; advising contracting teams and acquisition review boards or committees; attending conferences between contracting officer/specialist and contractors in regards to negotiate pricing and financial matters; skill in communication techniques necessary to conduct pre-analysis conferences, to conduct or participate in negotiations, and to defend the price positions used in negotiating cost elements.

There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

This is an open continuous announcement for 90 days or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There will be multiple cut-off dates with the first being 15 days after the initial opening date of 05/26/2020. Additional 30 day cut-off dates will be established until all vacancies have been filled. Candidates will be referred to the selecting official based off the number of applicants. Applications will be reviewed, as received, with 75 applicants reviewed for each cut-off date. Additional candidates may be referred based on hiring needs. This announcement may be extended an additional 90 days at the request of the service if vacancies have not been filled.

The purpose of this position is to serve as a Senior Contract Price/Cost Analyst within the Cost/Price Analysis Division of Operations Service, an organizational/business function in the TAC. The incumbent is responsible for Price/Cost Analysis services essential to the efficient and effective operation of the TAC. Included functions are: (1) Pre-Award: Source Selection Evaluation Board Cost/Price Factor Chair/Evaluator on acquisitions greater than $100 million, Sole Source proposal reviews for fair and reasonable determination, fair and reasonable determination memorandum assistance, labor rate realism analysis, Price Volume spreadsheet development, Cost/Price Factor protest corrective actions, price related solicitation development, price related evaluation plan and evaluation criteria development. (2) Post-Award: Monthly invoice and closeout reviews of Time and Materials task orders, termination settlement and equitable adjustment claims, contract price modification reviews, wage determination adjustment calculations. (3) Other skills: Database development/analysis/reporting of contractor pricing data received, predictive forecasting techniques of historical pricing data, Excel spreadsheet modeling, cost estimating methodology development, cost savings calculations of historical pricing data.
