This recruitment is for ONE position with the OPAL, National Acquisition Center (NAC), Commodities & Services Acquisition Service, located in Golden, CO

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements: A 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

Specialized Experience (GS-9):Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include: Knowledge of various contracting methods, contract types, regulations, policies, procedures, and requirements. Knowledge of the pre-solicitation and solicitation principles, requirements and processes. Knowledge of business and industry practices sufficient to evaluate and monitor contractor's performance, and provide direction and leadership as the Government's principle representative. Knowledge of purchasing practices, equipment review processes, distribution, processing, and payment requirements and cycles. Knowledge of contract administration principles, policies, regulations and procedures to administer contracts that are routine and recurring in nature. Knowledge of and skill in the use of negotiation techniques to conduct award and post-award negotiations such as supplemental agreements or settlement actions. General knowledge of cost and price analysis techniques to prepare proposals against previous history, actual expenditures and established rates to determine a negotiation position. Knowledge of services and commodities, contracting strategies, and contract regulations and laws in conducting meetings, negotiations and guidance to management officials, contract administrators and subordinate contract specialists.

OR 2 full academic years of progressively higher level graduate education or a masters degree

OR equivalent graduate degree or LL.B. or J.D.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Responsibilities:

PD# 44015-A

The incumbent is responsible for the solicitation, analysis, negotiation, award and administration of a group of contracts, such as definite quantity, indefinite quantity, indefinite delivery, requirements, multi-year, option year, direct vendor supply, task or delivery orders, national preferred and Federal Supply Schedules, some containing economic price adjustment provisions. The incumbent preforms the full range of contract or contract administration duties related to contracts under the guidance of higher level contracting personnel and supervisor. The incumbent is involved in acquisition planning, pre-award responsibilities and contract awards for all major contracting elements (Federal Supply Schedule, national preferred contract program, special contracting and contract administration) for the NAC. The incumbent actively participates in various work teams to ensure the best possible acquisition outcomes to include Contract Review Boards, IPTs, negotiation teams, etc., as appropriate.
