PRIMARY PURPOSE OF POSITION

This position is an essential member of the Regulatory Affairs team which oversees relationship, case management, resolving escalated complaints, stakeholder and constituent concerns, and compliance. Its scope and primary purpose are to support PHI DC and Maryland jurisdiction compliance in the Regulatory and Government arena by coordinating regulatory compliance including maintaining and operating the Regulatory Compliance System, coordination with internal personnel on the development of compliance filings and making the appropriate regulatory filings. 

An ideal candidate will an effective analyst with ability to provide administrative support to the Regulatory Affairs team. The candidate should possess an ability to manage multiple projects simultaneously with strict deadlines and be a strong relationship-builder and communicator. Proficiency in Microsoft Office is required as well as an ability to learn new software critical to the success of the Regulatory Affairs team. The candidate should also have the ability to create and implement small and large corporate meetings. They must be a self-starter with the ability to proactively identify opportunities to assist in driving continuous improvement in program development, project tracking and increased efficiencies. The Associate Business Analyst needs to be a team player and work in partnership with the Regulatory Affairs and Legal team to support regulatory filings for both DC and Maryland jurisdictions. There will also be collaboration across all business units to effectively meet the needs of the Regulatory Services team. 

 Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

 

  • Provide administrative support to the Director of Regulatory Strategy and Services 
  • Provide administrative and scheduling support to both MD and DC Regulatory Affairs teams
  • Provide support in Caseworks during rate cases and all other filings 
  • Process invoices for the Regulatory Department for Maryland and the District of Columbia .    
  • Coordinate venue securing and catering for meetings both on and offsite  
  • Assist in case management and hearing preparation for both MD and the District of Columbia 
  • Develop, organize and present detailed performance reports for both internal and external use.
  • Provide analytical and operational support to the business unit.  


JOB SCOPE

This is an individual contributor position that works under direct supervision and follows standard procedures to accomplish assigned tasks.  This position is expected to resolve general questions and problems and determines when to refer more complex issues to higher levels. May require working extended hours and/or shift work to support business operations.

Specifically, the  Associate Business Analyst is responsible for the following:

  • Formats and edits letters other correspondence from draft to final form.
  • Displays a high level of commitment, and ensures projects, requests, and other demands are met in a timely fashion. 
  • Prioritizes tasks accordingly with minimal follow-up needed.
  • Maintains rapport with regulatory personnel by arranging continuing contacts; resolving concerns.
  • Performs administrative duties, including organization of files, tracking of action items, and travel/calendar management
  • Contributes to team effort by accomplishing related results as needed.
  • Ability to work independently as well as in a team environment
  • Proficiency with the Microsoft Office Suite, including Word, Excel, Outlook, Teams, etc.
  • Ability to build trust through organizational savvy and interpersonal skills, allowing for ease of collaboration and communication.
  • Ability to learn through embracing challenges, persisting in the face of setbacks, and processing constructive feedback.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business or Engineering AND 0 - 2 years relevant business experience, or in lieu of Bachelor's degree, a minimum of 4 - 8 years relevant business experience is required.
  • Basic understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., asset management, electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory and external affairs, transmission operations and planning).
  • Basic proficiency in standard software applications (e.g., Microsoft Word, Excel, Access, PowerPoint, Project), business technologies and specialized business applications (e.g., workforce management, project management, PassPort, Brio, CIS, EPS, Business Objects, SAP planning, business modeling, forecasting, voice response unit, automatic call distributors, work management, outage management).
  • Ability to provide basic analysis and apply managerial accounting concepts, customer intelligence gathering, forecasting, staff planning, scheduling, analytical and statistical problem solving, financial, accounting, business and budget analysis.
  • Basic analytical skills for project evaluation including analysis of departmental projects with economic, financial, risk and decision analysis. Limited experience in business case development.
  • Customer driven with good oral and written communications skills and basic analytical, problem solving and project management skills.
  • Knowledge of the practices, procedures and principles of performance analysis (trending, root cause and gap analysis) benchmarking and audit compliance. Ability to analyze organizational data and basic problems, interpret and recommend alternative courses of action.
