PRIMARY PURPOSE OF POSITION
Responsible to lead, direct, organize and control the distribution design engineering activities within the regions. Ensure compliance and adherence to accepted standard engineering and design practices for public relocation , system reliability, corrective maintenance, and system capacity projects (approx. 500,000 customers per region) across the distribution system while managing and controlling the scope of work, maintaining focus on accuracy, and ensuring constructability at the least cost. Responsible for performance measurements and design audits for all engineered plans. Communicate, execute, and supervise the process to ensure all work designs are appropriately scoped prior to construction issuance. Coordinate feedback on required design and standards application changes. Work with asset management to ensure, the design, coordination, and timely execution of the reliability programs. Lead and manage the design and execution of all distribution reliability issues within the region, including development and oversight of programmatic work to meet Company SAIFI and CAIDI targets. Ensure all customer reliability issues are addressed in a timely fashion. Responsibilities also include management of contracted engineering services, joint utility work coordination and providing technical expertise of distribution facilities to the Region. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity Note: Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Drive and oversee the development and implementation of short and long term internally generated distribution engineering, design, and reliability activities to eliminate rework, assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals.
- Provide central and focused leadership and management of distribution engineering / design activities across Exelon by having key interface with Work Management to levelize engineering activities in conjunction with the work plan and to optimize crew utilization. Consistently monitor engineering activities to facilitate decision making that bundles work opportunities to maximize construction output.
- Manage the department budget. Establish and monitor engineering and design process to meet Asset Management and Operations objectives. Ensure scope control to contain costs and manage engineering estimates to within / - 10% of actual project costs.
- Develop and maintain an environment that fosters a high-performance culture and a learning organization. Lead management team in promoting diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and develop technical capabilities in the organization.
- Provide leadership to and development of the management team. Provide accurate and timely feedback regarding performance and operations. Conduct performance planning and appraisals. Identify opportunities for growth and learning.
- Establish, maintain and improve relationships with other departments in Exelon and outside.
- Facilitate open and honest communication with staff. Assure that upward communication is integrated into the process, including employee concerns and complaints. Develop methods to assess communication effectiveness and implement continuous improvement initiatives.
JOB SCOPE
- Total number of Direct reports is 5-12. Directly and indirectly manages 11 - 24 employees and professionals in the Distribution Engineering and Design Department. Manage a department budget of approximately $1.5 to $4.5M Develop, manage and continuously evaluate an outsourcing strategy that optimizes staffing and utilization of internal and external resources. Responsible for distribution engineering and design support of approximately 750 distribution feeders operated at distribution and sub-transmission voltages that serve approximately 500,000 customers in the region. Engineering and design support of approximately $46 million to $70million of distribution construction work performed annually. Develop, enhance, and maintain key interface with Work Management to ensure engineering and design activities are focused on optimizing construction output across the Company.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Engineering or related field
- At least 8 years of relevant experience OR in lieu of Bachelor's degree, a minimum of 12 -14 years of relevant experience
- Demonstrated knowledge and understanding of distribution engineering practices.
- Proven leadership ability in a high performance culture OR demonstrated ability to manage, develop and implement process enhancements and efficiencies including technology and performance.
- Proven high level management skills in coaching and facilitating business competency.
- Self-initiator and proven performance management skills.
- Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change and ensure compliance to engineering processes and design procedures
- Demonstrated business acumen, customer awareness and ability to create value / eliminate non-value activity.
- Ability to work independently and as a team member, effectively managing conflicting priorities in a multi-tasking environment.
- Strong interpersonal, problem-solving, motivational, negotiation, time management, and oral/written communication skills are required.

- Knowledge of company safety, regulatory and various operating policies and procedures.
PREFERRED QUALIFICATIONS
- Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
- 2-3 years of supervisory or managerial experience.
