Project Manager/Technical Lead – Contracts & Procurement
PROJECT SUMMARY:
This role is for a health insurance marketplace. It allows individuals and small businesses to shop for and enroll in partially subsidized or non-subsidized insurance based on a side-by-side comparison of plans. The Program team is committed to creating and maintaining a best-in-class Health Insurance Exchange system that will meet or exceed federal ACA requirements, maximize flexibility, minimize the technical and operational support burden, dynamically adapt to changing rules, policies, and legislation, and set a new standard in consumer ease of use and satisfaction.
POSITION SUMMARY:
The Project Manager Technical Lead for Contracts & Procurement (PM/TL) supports the delivery of objectives and strategic procurement activities by combining project management, technical, operations and contract management expertise to support the development and execution of complex contracts and provide vendor management/oversight. The PM/TL reports to and operates under the direction of the Director of Program Planning and Administration.
KEY RESPONSIBILITIES
The PM/TL is responsible for leading the procurement of strategic vendor partners, supporting the development, negotiation, and execution of resulting vendor contract(s), and managing the onboarding of new vendor partner(s) (if applicable ), and any resulting transition of responsibilities from incumbent vendor(s) The PM/TL is also responsible for collaborating with the Program team (including Development, Operations & Maintenance, Security, Architecture, and Program Management) and vendor partners to identify tools and/or software that the Program requires as result of this transition and to manage associated procurement and contract activities.
The PM/TL will:
Serve as a key point of contact for our client's Procurement Portfolio
Serve on or provide subject matter expertise to the Strategic Sourcing Committee (vendor selection committee), as requested
Develop standards for contracts, including presentation of budget, payment terms, general language, and provisions. Where necessary, coordinate requirements gathering among stakeholders
In conjunction with Program leadership and legal counsels, participate and support contract negotiations with selected vendors
Draft and/or edit Requests for Responses, contracts, and statements of work, and other contractual documents, collaborating with agency legal counsel, as needed.
Develop, execute, and manage detailed project plans for major solicitations and the onboarding of new vendor partner(s) (if applicable) and any resulting transition of responsibilities from the incumbent vendor(s) including, but not limited to:
Reporting on project status, issues, risk, actions, decisions to Program leadership
Engaging with external Commonwealth entities to align project effort.
Engaging in project cost analysis and optimization
Manage strategic projects and coordinate project staff
Monitoring and reporting project budget and expenditures
Tracking project critical path
Ensure compliance with our client's policies and procedures in processing contract requests and engaging the appropriate support, as needed
Manage and communicate risks associated with contracts to Program leadership
Serve as liaison between Program staff and Vendors on matters related to procurement and contracts, including vendor performance in fulfillment of contract terms
Manage miscellaneous other procurements, contract closeouts, extensions and/or modifications
Ensure Program compliance with state and federal (CMS) procurement requirements and standards
Monitor and report contract budget and expenditures
Ensure that fully executed contracts are properly archived and entered into agency databases and securely maintained
EDUCATION and EXPERIENCE
Bachelor's degree in a related field
Minimum 3 years of project management experience in a complex IT environment
Minimum 5 years of procurement and contract management experience within a complex IT environment
Minimum
Demonstrable experience with vendor management and/or management of vendor transition in an IT environment
Ability to understand and communicate effectively with technical and operations teams, architects, security, program managers and business users
Working knowledge of software development, IT Operations & Maintenance, IT Security, Systems Architecture, or other technical disciplines at a level sufficient to perform effective vendor oversight
Excellent project management and organizational skills with attention to detail and ability to manage multiple projects
Ability to manage a high volume of work in a fast-paced, deadline driven work environment
Ability to collaborate with key stakeholders in an environment where deliverables are potentially dependent on the output of others
Excellent verbal and written communications skills with the ability to translate technical decisions/strategies into business terms and implications. Produce clear documentation geared to all stakeholders
Positive and energetic with strong cross-functional team experience
Strong analytical problem-solving aptitude and financial acumen
Excellent sense of humor and high tolerance for uncertainty in the midst of shifting priorities
Advanced experience in Microsoft Office products: MS Project, Visio, Word, Excel, PowerPoint, Outlook; knowledge of SharePoint, Jira, and HP ALM a plus
