Vaccination required The AD of Infrastructure and Cloud Technology is responsible for the Exchange’s Technology services, cloud services, key technology decisions and operational support of key systems like HPF, backend office systems and others necessary to enable the Exchange to achieve its key strategic objectives. The position will oversee and manage the Exchange enabling technology services, which includes system and technology innovation, cloud services, network services, virtual services, DR/Backup/DB strategies, client systems engineering, desktop support, account management, and asset management. Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings.
Supervise and lead system infrastructure to ensure functionality and efficiency. o Full accountability of the day-to-day IT Infrastructure operations which includes Cloud, Network Services, Virtual Server Services, DB, Client System Engineering, Production Support, IT Account and Asset Management, Desktop Services, Email, and File Services, Phone, Printers o Full support of all application and system implementation, playing key role in helping develop details around workflow development, training and adoption strategies, and operating model development for continued support. Responsible for policy and process development and implementation across three infrastructure and support teams Plays a central role in optimizing the Department’s operations and growing its talent and capabilities. Manages department- wide services through SLAs and metrics. Fosters implementation of automation to improve SLAs and metrics. * Provides innovative technology ideas to an organization which has been on a modernization journey from on prem to IaaS to a PaaS model * In collaboration with the CIO, appropriately budgets and staffs the department according to current and future resourcing needs. * Creates an environment that drives innovation while also managing the risks associated with major transformation initiatives. * Leads the evaluation, trial and integration of new ideas & technologies to enable the Exchange to have the technical agility to adapt to customer and legislative needs. * Actively participates in the Enterprise Solutions Committee and technology standards. * * Evaluates client requirements and collaborate with peer IT departments on proposals/SOWs that meet customer & client expectations within defined parameters. * Manages some of the Exchange’s most complex IT contracts. Fosters a culture of collaboration with vendors across the department while promoting vendor accountability. * Evaluates technology vendors/suppliers, negotiate agreements, and establish working relationships. * Actively researches and keeps abreast of technology trends and changes. * Understands the industry/market best practices and incorporate them seamlessly into day-to-day operating processes. * Assure compliance and adherence to all Exchange and State of Washington processes and policy requirements, including privacy and security policies and requirements. * Recruit talented individuals and develop their talents for retention and success of the organization. * Understand the industry/market best practices and incorporate them seamlessly into day-to-day operating processes. * Other duties as assigned.
Skills PreferredExperience Required
Qualifying experience may substitute year for year for education. * Proven leader, having led large and complex systems transformation projects. * Must have hands on experiences in cloud system operations and management. * Must have experience managing infrastructure teams supporting a complex IT ecosystem. * Demonstrated technology strategy experience including the development of IT strategic roadmaps and the delivery of corresponding projects. * Demonstrated ability to develop strong managers, engineers and junior talent. * Successful management of $2M annual budget and $5M projects * Experience fostering meaningful relationships with technology vendors * Excellent verbal and written communication skills. * Strong client-service orientation. * Strong leadership capabilities. * Clear understanding of ITIL best practices & experiences in KPI & Balanced scorecard methodology. Excellent project management skills. Ability to prioritize and manage multiple projects simultaneously and follow-through on issues in a timely manner. * Motivated self-starter with initiative to take independent action and accept responsibility for actions. * Ability to maintain high level of confidentiality. * Creatively and proactively problem solve; must possess the ability to make independent decisions and judgments about work priorities. * Well organized, flexible, proactive, resourceful, and efficient with strong attention to detail. * Strong interpersonal skills; ability to work with all levels of internal management and staff, as well as outside clients, vendors, diverse populations, stakeholder groups, and customers. * Exhibit confidence and poise in interactions with individuals at all levels.Experience PreferredExperience in the government and/or health care fields with exposure to marketing, public relations, public affairs or closely allied disciplines. * Experience with Microsoft Azure cloud services. * Experience with custom developed systems as well as managing a large ecosystem of systems and contracts. * Experience with different SDLC methodologies such as waterfall and agile. * Experience leading continuous improvement initiatives. * Project Management experience and in-depth understanding of PMLC desired.
Education Required
Bachelor’s Degree in Engineering or Technology related major, or closely allied field AND more than ten years of progressive experience in a supervisory/managerial/senior managerial, managing technical teams and vendors.Education Preferred
