SUMMARY
Incumbent is responsible for the overall day-to-day administration, oversight, and management of home based option, which includes program management, staff supervision, training, planning, and regulatory compliance of home based service delivery and Home Visitor Team.

JOB DUTIES
  • Interview, mentor, coach, and supervise home based staff, which includes a comprehensive program orientation, Head Start (HS) Performance Standards overview, and any State of Alaska licensing compliance.
  • Evaluate the performance of all team staff based on their professional development plans, job descriptions, and assist with the coordination of professional development.
  • Provide direction in day-to-day functions of home based services, and facilitate resolution of conflicts.
  • Manage allocated home based expenses.
  • Collaborate with FNA leadership and support staff in maintaining consistence in program operation, short and long-range planning, program options, monitoring and evaluation of compliance requirements, developing work plans, providing written analyses, participating in problem-resolution discussions, and providing a role model in teamwork and leadership.
  • Design and deliver training and formal presentations in coordination with supervisor.
  • Responsible for establishing assigned caseloads, works schedules, and leave requests of staff. Develop weekly staff reporting times and work hours, to ensure program meets individual needs of families and home visiting rates are met.
  • Coordinate substitutes or provide substitute services to ensure home visits are offered when there are extended absences or open Home Visitor positions.
  • Provides oversight to Home Visitors as they assist families in identifying and accessing community resources that will help in promoting child development or strengthening the family unit, providing referrals and acting as a liaison and advocate between community resources and Head Start 0-5 families as needed.
  • Assures that regularly scheduled family contacts are made and family needs are assessed on an on-going basis, using the family needs survey.
  • Assures that a current community resources list is available to staff and families. Provide a consistent exchange of information in all directions, including written and verbal reporting of family and educational services; generates regular statistical reports and narrative reports describing home based accomplishments, obstacles, and possible strategies to strengthen services.
  • Provides timely reporting of all applicable federal and state regulations, including Head Start (HS) Performance Standards, Childcare Licensing requirements, child abuse and neglect, CARF accreditation guidelines, the Head Start Work Plan, and adherence to company policies and procedures.
  • Provides strong, effective, and responsive advocacy for Head Start children and families, working within a relationship-based model that practices and promotes the philosophy and mission of Head Start and FNA.
  • Maintain home based workspaces and socialization experiences in compliance with state and federal regulations and local fire department standards. Assure that sites and off-site activity spaces are safe, accessible, and free of fire hazards and that play structures are sound and parking areas well defined.
  • Meets all program performance standards (based on Head Start model); provides assurances that social services, health, parent involvement and disability components are integrated into the home based option.
  • Works with the leadership team and Home Visitors to conduct and documents appropriate monthly fire drills to ensure the safety of children, parents, volunteers, and staff during evacuation procedures.
  • Works cooperatively with staff, families and community representatives to ensure that the program effectively meets the goals, mission and challenges of FNA and the needs of the community.
  • Promotes a positive, professional representation toward the agency via greeting public person to person, with written correspondence, or on the telephone.
  • Fill-in and assist in other program areas as needed.
  • Provide support in the home environments as needed to ensure behavior management and education programming meets the individual needs of all children as well as improving the learning environment.
  • Monitor home visit and socialization plans.
  • Supervises confidential reporting and documentation of suspected possible child abuse or neglect.
  • Ensures that child safety and security procedures are followed during home visits and socials to include: sign in and out, home visit plans, illness, injury, and accident reports and OCS log.
  • Frequent in‑person contact with children, parents, and staff for purposes of education, development, safety of children.
  • Frequent written information to staff and parents.
  • Frequent meetings with team members to collaborate on planning and delivery of services.
  • All communications are potentially sensitive and are subject to FNA’s policy on confidentiality.
  • Perform other job-related duties as assigned.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY
  • Knowledge of Head Start Performance Standards, State of Alaska Child Care Licensing Regulations, and early childhood development.
  • Skill in operating personal computer utilizing a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently and meet deadlines.
  • Skill in oral and written communication.
  • Skill in establishing and maintaining cooperative working relationships with colleagues, supervisors, and consumers.
  • Ability to advocate for early childhood education and childhood development.
  • Ability to work independently as well as with teams.
  • Understanding and sensitivity to diverse cultures and lifestyles, as well as cross-cultural communication styles.

MINIMUM QUALIFICATIONS (Education & Experience)
  • BA degree in Early Childhood Education (ECE), Social Work or related field, OR
  • BA in unrelated field with 12 credits in ECE.
  • Four (4) years’ experience working with families and children ages prenatal to pre-K.
  • Two (2) years administrative and supervisory experience.
  • Valid Alaska driver license
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.

PREFERRED QUALIFICATIONS (Education & Experience)
  • BA degree in Early Childhood Education (ECE), Social Work or related field.
  • Five (5) years working with families and children ages prenatal to pre-K.

WORKING ENVIRONMENT
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

This position corresponds to medium work, involving physical exertion of 20-50 lbs. frequently; such exertion involves the lifting and/or moving of young children in the program, and/or goods and materials within the facility. There is frequent walking, standing, climbing, stooping, bending, and squatting/crouching in an indoor as well as an outdoor environment. The majority of work is performed both in an office as well as classroom setting with a wide variety of people with differing functions, personalities, and abilities. The office is a non-smoking facility with outside smoking areas. May involve local travel between various program components of FNA and home visits where exposure to extreme weather conditions are likely. Works in an environment where protection of client confidentiality is essential. Position requires cleaning the class area every day, including putting supplies in proper space, cleaning and sanitizing surfaces with bleach solution to disinfect. Personal Protective Equipment will be provided where/when needed.

SPECIFICATIONS
Supervision Received:
Position receives direct supervision from Early Childhood Development Director; however, incumbent is expected to effectively perform day-to-day activity as denoted within job description. Work will be monitored through weekly meetings, monthly reports, and regular communication with your supervisor. General guidelines for operations are based on program requirements and the general policies and procedures of FNA.

Supervision Exercised:
Position will exercise supervision of assigned staff and complete required documentation, including performance evaluations, training, and general oversight through direct reports.

Position Impact:
Impact at the program level is high. Program’s level of compliance with program standards is directly affected by the effective performance of duties, especially as they relate to providing program services.
