Provides advanced level expertise related to the design, administration, and maintenance of compensation, labor relations and workforce planning program for Fairfax County Government. Position is responsible for conducting salary surveys, position reviews and analyses in accordance with the county’s classification and compensation plan. Serves as a business partner in compensation, labor relations, and workforce planning initiatives in consulting management and employees in preparation of class specifications and position descriptions; gives guidance and consultation in the process development of new classification and compensation policies and procedures; and effectively communicates classification and salary information to employees and supervisors. Reports directly to the Senior HR Consultant of Compensation and Workforce Analysis Division.
EXAMPLE OF DUTIES

A complete list of position duties and unique physical requirements can be found in the position job description.)Participates in the contracting process, including drafting bid specifications, evaluating proposals, and selecting a contractor;Develops, recommends, and implements personnel policies, procedures, and programs consistent with County, State, and Federal laws and regulations;Develops and presents material on various topics to individuals and groups;Aids County managers in creatively solving difficult problems in the areas of classification, compensation, staffing, organizational development, etc;Leads or conducts the more difficult classification studies involving agencies with large diverse, complex organizational structures and/or functions;Prepares and presents the Classification Division's case in classification or compensation appeals before the Civil Service Commission;Conducts annual market pay and benefits studies;Works with senior managers to propose solutions to compensation issues.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.CERTIFICATES AND LICENSES REQUIRED: Not applicable.NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: Graduation from an accredited college or university with a master’s degree in Public Administration, Business Administration, Human Resources, or a related field;Five (5) years of experience in compensation, labor relations, or workforce planning, preferably in the public sector;Experience working with classification within a merit based system;Extensive experience conducting salary surveys, analyzing data using excel, etc. and making sound recommendations based on collected research data;Experience working with senior-level management and making compensation, labor relations, or workforce planning presentations and recommendations;Certified Compensation Professional (CCP) designation;Professional Human Resources certification.PHYSICAL REQUIREMENTS: This position typically operates in an office environment and duties are generally sedentary in nature.
