Serves as the Quality Control Group Safety Analyst in support of the Operational Team Programs, including Significant Event Reporting, Accident/Incident investigations, and Safety Management System. Provides comprehensive oversight on quality control programs with air traffic facilities and acts as a senior technical point of contact, for quality control initiatives and effectiveness.

Qualifications:

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position is:

  • Procedural or airspace analysis; or experience and knowledge of the National Airspace System (NAS) procedures, principles or facilities.
  • Knowledge and extensive experience of quality control programs including PDARS, ATQA, CEDAR, SATORI, and/or Business Objects.
  • Extensive experience in tracking/sorting data via EXCEL pivot tables and/or workbooks.
  • Extensive experience integrating and implementing projects to improve the efficiencies of resources.
  • Experience working independently to prioritize, manage and complete work activities within established schedules.
  • Extensive experience collecting/analyzing statistical data and evaluating trend analysis.

Responsibilities:

Incumbent applies experience and comprehensive technical NAS knowledge to solve complex problems and develop improved technical processes or systems. Performs trend analysis in air traffic incident, runway safety and national safety goals. Applies qualitative methods to analyze complex NAS systems and programs to provide advice and insight about the probable effects of alternative courses of action in the acquisition, management and deployment of major systems or programs.

Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing and editing reports or contractual documents for final approval prior to external distribution. Prepares reports and statistical data that contain findings and analysis of facts and recommends changes in air traffic work methods, procedures, air traffic quality control activity reports and actions to improve employee performance. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. Provides policy guidance and instruction to others, both internally and externally. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced technical specialist. Participates in air traffic control accident/incident investigations, when needed for subject matter support. Provides comprehensive, detailed air traffic control information as required for litigation support. Provides air traffic process information support to facilities for air traffic accident and incident reporting. Conducts a review of air traffic control accidents and incidents. Coordinates with other air traffic control technical experts to discuss findings, assures that the total system requirements are considered and that differences in air traffic control policy application are resolved. Provides assistance with program development such as Decision Lens. May be required to assist with other quality control program tracking processes in order to provide overall statistical analysis for the group.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.
