Working Hours: 8:00 a.m. - 4:30 p.m.

Salary: GS-12 $86,001.00 - $111,802.00

GS-13 $102,267.00 - $132,945.00

Full Performance Level: GS-13

Major Duties:

GS-12
  • Analyze, develop, review, and/or evaluate courses of instruction and course material. These activities will directly support training conducted by the Federal Bureau of Investigation (FBI) on a national, regional and/or local basis for federal, state, county and/or municipal partners.
  • In collaboration with instructors and program managers, responsible for the continuing evaluation, revision, and updating of the course material to insure the information and courses of instruction remain current, accurate and focused on accomplishment of the appropriate mission(s).
  • Provide professional educational guidance and coordination in resolving problems, determining training needs, and works to assure the effectiveness of the various schools and instructors.
  • Assist or serve as a representative on Curriculum Committees for assigned specialized programs; as an advisor, can be designated to plan and conduct other committee meetings, guide discussion, etc.

In addition to the above GS-12 major duties, GS-13 duties include:
  • Evaluate existing training and testing materials for applicability to course objectives and adequacy of coverage; and develops revisions or changes to improve usefulness. Works with subject-matter experts (SME) to develop training plans and learning objectives for courses, and to identify and obtain source information for the development of course materials.
  • Monitor training classes periodically, paying particular attention to the use of class participation, accomplishment of objectives desired, mission orientation.
  • Serve as an advisor to instructors and supervisors on course material or presentations, and answers questions regarding same.

Specialized Experience (SE):

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
  • Reviewing and evaluating training curricula, instructional guides, training materials and examinations.
  • Preparing sufficient adult training and materials for use by training instructors including developing reliable background and source information.
  • Developing course policies and requirements to insure that courses and materials are within the parameters of the program.

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Developing adult education and training principles, methods, concepts, practices and techniques.
  • Planning training and materials for use by instructors to incorporate different educational and subject-matter developments into work.


Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.


Degree: that included or was supplemented by at least 24 semester hours appropriate
to the work of the position to be filled. The course work must have included study in at
least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning
theories as they relate to the systematic design, development, and validation of
instructional material.

2. Instructional design practices: Study of the principles and techniques used in
designing training programs, developing design strategy and models, and
applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of
instructional/educational programs, including developing written and
performance tests and survey instruments, and determining reliability and validity
of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for
developing training materials, including identifying learner characteristics,
specifying objectives, applying training strategy, validating training materials, and
evaluating training.

5. Computers in education and training: Study of the application of computers in
education and training, including selecting appropriate computer software.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
