NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies.
MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement (as reflected in your answers to the Vacancy Questions or upload as a separate document) addressing each of the following Technical Competencies.
- Experience that demonstrates knowledge of the satellite and/or space-based communications industry and regulatory practices governing the industry.
- Expertise in planning, managing, and executing administration and management functions for a large organization or enterprise (e.g., of national scope and complexity) that involved extensive dealings with internal and external groups and providing advice to top officials on controversial and/or high visibility engineering and/or communications programs.
- Experience planning and directing projects that present complex challenges for enabling the introduction of new communications services and technologies while protecting incumbent services against harmful interference or other adverse effects.
- Demonstrated experience handling complex legal issues, making statutory interpretations, preparing legal documents, reviewing documents for legal sufficiency, and developing sound legal decisions and recommendations for senior management.
Responsibilities:
The incumbent will serve as Chief of the Space Bureau and principal advisor to the Chairwoman on all matters under the jurisdiction of the Space Bureau. The Space Bureau develops, recommends and administers policy analysis, rulemakings, standards, procedures and programs for the regulation of satellite and space-based communications and activities, including authorizing satellite and earth station facilities under its jurisdiction and fostering the efficient use of spectrum and orbital resources. The Bureau advises and recommends to the Commission, or acts for the Commission under delegated authority, in the development and administration of space-based communications policies and programs. The Bureau also serves as the focal point for coordination with other U.S. government agencies on matters of space policy and governance and supports the Office of International Affairs for meetings with other countries, international organizations and foreign government officials that involve space policy matters.
- Develops long-term goals, regulatory initiatives and policies for the Space Bureau. Based on knowledge of industry market structure, emerging technology, Administration and Congressional objectives, and needs of the public, determines long-range goals for Bureau programs. Directs staff in studies pertinent to development of policy, legislative recommendations, and regulatory proposals, and makes critical decisions for Bureau based on all relevant issues.
- Determines resources needed to accomplish Bureau objectives; justifies and defends to higher levels; and is responsible for allocation of resources obtained. Establishes priorities within operating programs and provides policy guidance to key Bureau staff members in order to effectively implement Commission policy decisions and legislative mandates.
- Plans, initiates, and directs the Commission's satellite and space-based communications programs and the highly technical and specialized activities necessary to carry out these programs, under general direction of the Chairwoman or Commission or independently pursuant to delegated authority.
- Advises the Chairwoman and Commission on potentially controversial matters, presents policy alternatives, and recommends appropriate action.
- Advances rulemaking and other Commission actions designed to be responsive to technological and socio-political developments and influences pertaining to satellite and space-based communications. Presents to the Commission for decision rulemaking and other major matters involving broad policy, together with appropriate advice and recommendations.
- Keeps abreast of and draws on understanding of significant legal, economic, and social issues; major technological developments and breakthroughs; industry conditions; interests and problems; user interests; and domestic and international space policies and objectives of the national administration.
- Applies broad and extensive knowledge of communications law and a good knowledge of technical considerations, and personally or through subordinates reviews recommendations which cover the full range of space-based communications matters.
- Makes determinations within scope of delegated authority, and advises the Commission on matters arising from space-based communications. Ensures that recommendations are technically sufficient, legally sound and in accordance with Commission and Bureau policy, and that all available and appropriate options are clearly identified and evaluated objectively.
Serves as a principal advisor to the Chairwoman on all Space Bureau matters. - Develops and maintains the Space Bureau’s relationships with other Bureaus/Offices which affect or are affected by, satellite or space-based facilities authorizations, litigation, policy and rule changes or enforcement considerations. Creates and sustains effective relationships with representatives of other government agencies, federal, state, local and foreign governments and regulated industries, as appropriate.
- Represents the Commission at both domestic and international conferences and meetings, and/or directs and coordinates the Commission’s participation in such meetings, including effectively and persuasively presenting views and opinions of the Commission involving space policy matters.
- Provides effective personnel management of workforce through subordinate supervisors in accordance with applicable OPM and FCC policies and procedures and the Basic Negotiated Agreement. Participates in selection of key staff, as appropriate, and reviews or makes recommendations for personnel actions as appropriate.
Salary : $141,022 - $212,100
