This position serves as Deputy Chief Information Officer (DCIO) for Technology Engagement & Strategy, Office of the Chief Information Officer (OCIO), Office of the Managing Director (OMD), Federal Communications Commission (FCC) located in Washington, DC.

Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:
1. Experience working with different IT teams (e.g., engineering, operations, software development, etc.) and getting the teams to effectively work towards a common goal.
2. Demonstrated experience integrating different technologies to support the end user and the business process.
3. Understands how to apply IT engineering, cybersecurity, software development and privacy best practices.
4. Demonstrated experience evaluating current technology for effectiveness and efficiency
5. Experience communicating in verbal and written form to subordinates, contractors, customers, peers and leadership.

Responsibilities:
As the Deputy CIO of Technology Engagement & Strategy, the incumbent provides leadership, management, direction, development, and advocacy so the FCC may effectively apply cybersecurity principals through the execution, oversight, and governance duties as defined by the NICCS’s Workforce Framework for Cybersecurity (NICE Framework). Manages ITC enterprise-wide implementation of ITC-related technologies, procedures, policies, and customer-focused business solutions and provides financial/budget planning for the organization. Translates the Commission’s and CIO’s goals and objectives into effective and secure solutions and establishes control systems and progress reporting requirements that monitor, report and measure production goals or program priorities to evaluate progress and results. Plans, organizes, and carries out analytical studies requiring development, and implementation of major Agency programs of national scope and impact, and identifies information technology (IT) security program implications of new technologies or technology upgrades.
Provides senior level advice to the DCIO’s, CIO, Managing Director, Chair and Commissioners on matters pertaining to the Commission's technology, and in particular the Commission's technical infrastructure, enterprise and data architecture, and secure access and use of enterprise data, strategic and tactical planning.
Leads, manages, defines cloud platform integration efforts for infrastructure, SaaS, PaaS, IaaS, DaaS and continues to ensure full visibility of the service offerings to maximize reuse and standardization.
Provides expert advice on the desirability of automation changes in view of changes in computer hardware and software capabilities and costs in the analyst's time to develop applications.
Evaluates frequent changes in Congressional/OMB/FCC ITC requirements for impacts on existing architecture and performs the necessary redesign to accommodate such structures and implements appropriate modifications.
Establishes performance standards for and evaluates the work of subordinates. Assigns work and analyzes workload of the staff. Determines appropriateness of and initiates promotions, reassignments, and disciplinary actions and awards. Selects new employees. Determines organization structure and assigns duties to positions. Counsels’ employees on major personnel problems. Recommends needs for and schedules formal training, ensuring that orientation and on-the-job training are provided where appropriate. Applies equal employment, affirmative action, and labor relations policies in all phases of personnel management. Keeps employees advised on all matters affecting their employment, consulting with appropriate staff offices for technical assistance as required.
Determines scope of activities required to accomplish assigned responsibilities, identifies tasks to be undertaken, develops concepts, methods, and techniques, coordinates, and gains approval of approach; provides for integration and coordination. Fills the role of expert on all things cloud and services based and guides the agency in an aggressive adoption of externally hosted and delivered applications.
Coordinates requirements among organizational units in the formative stages of program initiation, project design, project implementation, and management of ongoing programs. Makes recommendations on planning efforts that can be undertaken within existing resource levels, advises on the impact of efforts that require additional resources and addresses areas of overlap between projects or resources. Provides leadership in the conduct of independent validations and verifications of agency-wide or multi-agency applications software prior to final acceptance.
Partners with the OCIO leadership team in providing technology vision and direction for the enterprise. Works with the CIO, ITC, and Agency business leadership teams, providing in-depth technical expertise in support of enterprise-wide business decisions.
Salary : $155,700 - $183,500
