This position is in the Division of Consumer and Business Education (DCBE), a dynamic communications office located in the Bureau of Consumer Protection (BCP) of the Federal Trade Commission (FTC). DCBE is responsible for developing and marketing educational materials to help consumers know their rights in the marketplace and help businesses comply with the FTC laws and regulations.

Qualifications:

To qualify for the Supervisory Consumer Education Specialist, (Assistant Director) at the GS-15 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: applying substantial knowledge of the rules, statutes, and programs administered by an agency involved in the education of consumers or businesses; carrying out and leading teams in doing outreach in English and Spanish; developing English and Spanish consumer-facing materials in plain language; setting strategic consumer protection goals in collaboration with broader teams; creating and managing outreach and resource creation in multiple languages managing aspects of any projects or materials relating to consumer or business education; preparing, reviewing and editing written materials that effectively persuade and influence and that provide clear descriptions of complex issues; giving effective oral presentations in English and Spanish to diverse groups within and outside of one's own organization; developing and enhancing relationships with points of contact at government agencies and other partners; overseeing and evaluating the work of other professionals and administrative personnel.




Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Supervisory Consumer Education Specialist / Assistant Director will perform the following duties:

Participates with the Associate Director in strategic and operational planning for the Division of Consumer and Business Education.
Identifies Bureau actions, programs, or policies worthy of outreach campaigns in English, Spanish, and other languages, and targets the most effective outlets to use in communicating with intended audiences.
Leads the DCBE team in doing outreach and creating resources in fluent Spanish.
Provides input on long-term goals and how to achieve them.
Identifies resources required to meet goals, including staff and budget resources.
Helps to oversee formulation and execution of DCBE's budget.
Manages and oversees bilingual and multilingual consumer and business education campaigns, both large and small, as well as research projects.
Plans and assigns the work of DCBE staff, taking into account broad priorities, knowledge and skills of staff members, and the nature of the work. Identifies ways to improve the quality and quantity of the division's work.
Evaluates, and leads DCBE staff in evaluating bilingual and multilingual program and campaign results to improve future effectiveness.
Provides direct supervision of DCBE staff, including developing performance standards and evaluating work performance, and identifying and arranging for developmental opportunities and training.
Works with the Associate Director on hiring, promotion, and other personnel decisions.
Applies substantial experience with FTC law and procedure and with BCP program areas, and broad knowledge of the work of other Commission offices, in the management of DCBE's educational efforts for consumers and business.
Works closely with the Bureau Director's office, Associate and Assistant Directors, Regional Offices, staff attorneys and other agency personnel to determine the timing, scope, content, messaging, tone, and legal and factual accuracy of educational materials in English, Spanish, and other languages.
Analyzes, reviews and edits DCBE staff's written and design work product in English and Spanish, including for legal and factual accuracy; for clarity, grammar, and tone; for its content and messaging; and to determine whether it is appropriate for the intended audience.
Ensures that materials adhere to BCP and DCBE standards and are developed according to established procedures. Such standards include the understanding and application of plain-language writing in both English and Spanish.
Directs, reviews, and provides input on work of outside contractors.
Establishes and maintains effective working relationships with individuals and groups of national and regional prominence, including consumer groups, trade associations, and other state and federal government agencies.

Salary : $155,700 - $183,500
