Job Title: Senior Systems Engineer
Job Summary:
The Senior Systems Engineer supervises information engineers, manages system engineering solutions, and provides guidance on technical execution plans. This role involves overseeing project resources, coordinating meetings, and ensuring compliance with technical processes.
This position is in support of the Department of Homeland Security (DHS) Federally Funded Research and Development Program Centers (FFRDC). The FFRDC mission is to advance technical and analytic capabilities to help keep America safe.
Responsibilities Include:
- Managing and executing systems engineering-based solutions to multiple projects
- Supervising information engineers assigned to support system development
- Providing advice, guidance and/or counsel to leaders, peers, and/or subordinates based on analysis efforts
- Reviewing and evaluating all technical execution plans (TEP) that describe the government requirements for systems engineering FFRDC support and/or studies and analysis FFRDC support for appropriateness
- Assembling procurement packages on behalf of S&T users
- Submitting and tracking procurements through award
- Communicating PR status updates
- Applying systems engineering principles in conducting input, editing and review of various task sponsor program objectives and requirements.
- Facilitating and coordinating in-person and remote meetings
- Tracking all FFRDC support requests in PMO database and shared drive
- Supporting users with development of independent government cost estimates (IGCE), schedules, and task order program costs
- Reviewing the IGCE and providing an evaluation of alignment of labor categories and associated level of staff-years of technical effort (STE)
- Providing inputs and recommendations for development, incorporation, and revision of all PMO technical processes, guidance, instructions, and technical documentation
- Supporting FFRDC federal leads to execute contracting officer representative (COR) responsibilities for each FFRDC's IDIQ and associated task orders
- Applying risk management principles to ensure the PMO and CORs appropriately manage and oversee the FFRDCs
- Creating project management plans for managing project resources
- Drafting Privacy Threshold Analysis (PTA) documentation for task orders
- Reviewing and providing comments / recommendations for PMO responses to front office taskers
- Running and analyzing standard reports within FFMS
- Capturing requirements for SharePoint enhancements
- Reviewing FFRDC status report deliverables for comparison against PMO records to identify missing award documents
Required Qualifications and Skills:
- Bachelor's Degree in a related field
- Active Secret clearance
- 7 years of experience in managing complex programmatic and/or technical efforts
- 7 years of hands-on experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documenting, and implementing complex solutions or technical systems
- Experience in systems or requirements analysis, design, or programming
Desired:
- Master's degree
- 9 years of experience in managing complex programmatic and/or technical efforts
Work Setting and Environment:
- Monday - Friday, normal working hours
- Work is to be performed remotely
- Must be able to periodically report onsite for meetings in the DC area
