Program Description

STARR is a multi-agency collaborative partnership program designed to meet one of the most critical community care needs in San Francisco – providing additional residential treatment beds, outpatient case management, and wraparound services for adults with co-occurring substance use disorder and mental health needs who have had contact with the criminal justice system. The overall goal is to reduce incarceration and recidivism by strengthening city wide initiatives focused on jail diversion, recovery, and community reentry for the target population. We will provide intake, assessment, and triage at the Community Assessment Service Center (CASC), enabling inidividuals who are diverted or discharged from jail to immediately access SUD/MH treatment.

Position Summary

Under the supervision of Division Director, the Program Manager follows the principles of harm reduction, trauma-informed care, and recovery and wellness in order to engage clients in therapeutic interventions, link them with appropriate social services such as transitional housing, employment, public benefits and other services to support them on their path to re-entry.
Program Manager will be highly visible in the community, along with team members. They will provide hands-on support to community members, as needed, as well as support team members as they provide those services. The Program Manager will attend community events and act as a liaison with community partners to support the goals of the Unified Command System, the Department of Public Health, and other social service agencies. In addition will be responsible for ensuring that quality services are delivered to community members within the guidelines of Agency and programmatic goals and mandates, actively participates as a member of Felton’s management team, completes all required trainings, and attends all required Agency meetings. The Program Manager may conduct community outreach alone or in conjunction with members of the Felton team or the Unified Command System.

Program Specific Responsibilities
  • Works a flexible full-time schedule to accommodate program/client needs. Some evening and weekend hours are required. This is not a 9-5 position in an outpatient clinic.
  • Oversees, reviews, and maintains all required documentation of program activities, and assists in tracking data related to program activities, as needed
  • Ensures maintenance of inventory of health education/outreach materials necessary to conduct outreach efforts and to supply staff, as needed
  • Provides crisis prevention planning, crisis intervention and support, as clinically appropriate
  • Conducts aggressive community outreach and engagement in order to provide services to clients safely within the community, as needed, and within the clinic, as appropriate
  • Maintains clinical records after each client contact or service, in accordance with mandated standards of Felton Institute and STARR program requirements
  • Contributes to team meetings and case conferences through presentation of cases, discussion of clinical issues and exchange of information and ideas
  • Establishes positive, supportive relationships with team members, other Felton programs, community residents, and other community-based partners
  • Provides information regarding STARR program to residents of the SF community
  • Other duties and responsibilities may be assigned as required in order to meet program goals and objectives
Minimum Qualifications
  • Master’s Degree (Public Administration, Counseling, Social work, Marriage and Family Therapy, Public Health, or related topic), LSCW, LMFT preferred
  • Bachelor’s degree in a field with emphasis on statistical, analytical skills and information systems
  • Minimum of three years of direct experience working with transition age youth and/or adults who are experiencing substance use disorders, mental illness, homelessness and/or related challenges
  • Minimum of one year of experience supervising and/or managing a team
  • Desire and ability to work from a strength-based, client-centered model with an emphasis on harm reduction practices
  • Ability and willingness to provide non-judgmental encouragement to clients is essential
  • Ability to work cooperatively on a multi-disciplinary team, and to work with team members and clients with various life experiences and educational backgrounds
  • Knowledge and experience working with computers, including word processing and data entry programs
  • Able to effectively organize data and present information in group settings
  • Able to work effectively both independently and collaboratively
  • Strong interpersonal and communication skills – both oral and written
  • Outstanding organizational abilities; good problem-solving skills
  • Verifiable clean driving record (preferred)
  • Valid California Driver’s License, insurance, and ability to travel as required to perform duties (preferred)
