You Will:
The Fermilab Deputy Laboratory Director for Operations (DDO) and Chief Operating Officer (COO) is a senior leadership position responsible for the operational and administrative functions of the laboratory to support its scientific mission. The DDO/COO reports directly to the Laboratory Director, and works closely with Deputy Directors for Science & Technology, Deputy Director for Projects, Associate Laboratory Directors, Director of Contractor Assurance, and the DOE Site Office and headquarters. The DDO/COO is accountable for driving operational performance improvement and the lab's safety culture by establishing expectations, monitoring performance, integrating activities, and reporting to stakeholders. The DDO/COO works closely with the DOE's site office management to ensure the laboratory implements the contractual requirements associated with the operations of the laboratory. The DDO/COO is identified as "Key Personnel" in the Laboratory Prime Contract.

Duties and Responsibilities:

  • Provides leadership in planning, directing, and overseeing the activities of Safety, Infrastructure Services and Campus Strategy, Human Resources, Finance and Procurement, Information Systems, and Security and Emergency Management, and Communications.
  • Assesses the effectiveness and efficiency of the laboratory's business systems and processes, identifying and implementing best practices, and ensuring compliance with DOE policies and regulations.
  • Develops and plans the implementation of special and long-range strategic plans and programs to improve operating processes throughout the Lab; evaluate and advise on the impact of long-range plans and introduce new programs/strategies and other regulatory actions including enterprise risk management and resource allocations.
  • Working with the Director of Contractor Assurance and Quality, develops and implements strategies to identify and mitigate operational risks associated with protection of personnel, the environment, federal assets, and business operations.
  • Fosters a culture of excellence, innovation, collaboration, and oversees the Lab's equity, diversity, and inclusion priorities and policies.
  • Working with mission support directors, develops, approves, and implements strategies associated with all the business and operations systems of the laboratory.
  • Organizes, implements, and reports on the associated activities established to support the Lab's business and operational plans.
  • Builds and maintains productive relationships with the Deputy Directors for S&T and Projects, the Associate Laboratory Directors, the Director of Contractor Assurance, the DOE site office and headquarters, and the Board of Directors.
  • Review, approve, and oversee the Operations budgets and objectives in accordance with the Fermilab annual plan and annual DOE reports.
  • Work with Lab scientific leadership to support users and affiliates on items related to Lab operations and facilities relevant to scientists and engineers visiting Fermilab to carry out research.
  • Engages with internal and external stakeholders, including DOE, other national laboratories, FRA Board of Directors, and local communities, to promote the laboratory's capabilities and achievements, and to identify and pursue new opportunities for collaboration.
  • Responsible for the final stage hearing and disposing of all non-scientific employee grievances.
  • Collaborate closely with LBNF/DUNE, PIP-II and other key project and initiative stakeholders.
  • Other duties as assigned.


We Are Looking For:
Minimum required Education and Experience:

  • Bachelor's degree
  • Minimum of 15 years of related and progressive leadership experience commensurate with the scope of this position.
  • Must be a US Citizen, clearable for a DOE Q-level security clearance.

Preferred Education and Experience:

  • Master's degree or higher.
  • Demonstrated knowledge and understanding of the government, or government contractor environments similar to the DOE national laboratory system.
