SCOPE & CONTACT: The incumbent will independently evaluate the Bank's adherence to compliance regulations, processes, policies, and procedures. Specifically, they will oversee a statistical analysis program. They will perform comparative file reviews. They will act as the Bank’s consumer advocate. This role requires strong people management, project management, and communication skills. Critical thinking, issue spotting, creative problem-solving abilities, good judgment, and being able to work collaboratively and cooperatively across diverse business functions are vitally important. The incumbent will be part of the Compliance Division of the Risk Management Department where enthusiasm, teamwork, and collaboration come first, and where the primary focus is on helping management protect the Bank against undue risk exposure.
The incumbent will interact frequently with senior management, regional presidents, lending officers, loan assistants, and other loan related departments of the Bank, examiners, auditors, and others, as needed.
MINIMUM QUALIFICATIONS: Knowledge of and experience with the ECOA, FHA, HMDA, CRA, UDAAP and other consumer protection regulations is required. Attentiveness to detail, a desire to research and learn about new and existing bank lending regulations, and the ability to disseminate regulatory information to lending staff, as appropriate. Ability to analyze loan data to determine potential disparate treatment and impact. Ability to train lending staff to ensure the proper implementation of lending regulations as needed or required. Excellent communication skills are essential for the success of this position. A minimum of five years lending, auditing, examining, or applicable banking experience is desired. CRCM or equivalent certification is desired. Advanced proficiency in Microsoft suite of products such as Word, Excel, and PowerPoint is needed. Other qualifications include:
  • Bachelor or equivalent university degree in accounting, finance, or related discipline or equivalent work experience in financial institution.
  • 10 years of experience in a related role at regulated financial institutions.
  • Strong knowledge of financial institution regulatory environment and requirements.
  • Demonstrated successful experience in business, functional, and people management.
  • Ability to effectively use the Bank’s core banking system.
  • Possess good technology skills.
  • Ability to follow policies and procedures.
ESSENTIAL FUNCTIONS:
  • Assist the Chief Compliance Officer in developing and overseeing statistical testing program for fair lending and responsible banking, including UDAAP and complaints
  • Establish and maintain the Fair and Responsible Banking Program to ensure compliance with the requirements of state and federal anti-discrimination laws and regulations.
  • Serve as subject matter expert and consult management to help drive fair and responsible banking initiatives for products and services and help identify risks, best practices, and expectations pertaining to equal credit, fair credit reporting, fair lending laws, and unfair and deceptive practices
  • Develop a clear understanding of the Bank's lending context as it relates to compliance, fair lending, and responsible banking issues and risks by regularly analyzing the Bank's scoring and pricing systems, strategic priorities, lending trends, external influences, complaints, current regulatory focus, and previous examination findings
  • Perform analyses on a regular basis using the Bank's fair lending software
  • Communicate with business lines regarding the results of file reviews and any possible exceptions. Make practical recommendations in response to the resulting data analytics
  • Collaborate with the business line to track and implement any corrective action or control enhancement recommended as a result of statistical analyses or comparative file reviews
  • Draft, review, and implement program policies and procedures and assist the Chief Compliance Officer with other program enhancements
  • Work with the Chief Compliance Officer to prepare for and manage regulatory examinations and audits in the realms of fair lending and responsible banking
  • Stay up to date on fair lending and responsible banking laws, regulations, agency guidance, and industry best practices
  • Promote a risk-awareness culture, ensuring efficient and effective risk and compliance management practices by adhering to required standards and processes
  • Assist in development of Fair Lending compliance policies and procedures and implementation of any new regulations pertaining to Fair Lending
  • Assist lines of business conducting training for lending personnel, as requested or necessary
  • Deliver presentations at consumer loan meetings, board meetings, board committee meetings, as needed.
  • Assist in the development of tools for lenders such as underwriting guidelines and checklists
  • Manage staff including, but not limited to, making assignments, managing performance, approving time off, providing periodic evaluations, and implement performance improvement plans, when needed
  • Actively participate in the Customer Service First program and support the values of the organization and follow established policies and procedures
  • Perform other duties as assigned
