Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
This role works under the Risk Management Office Program Controls Branch. Under the general direction of the Program Cost Controls Lead, the Cost Controls Engineer is responsible for developing, maintaining, and reviewing cost management data including budget and cost forecast and providing accurate and timely reporting of cost data including:
• Preparation and review of monthly reports for accuracy of cost information
• Review and Analysis of variances in cost and schedule and make recommendations for corrective actions
• Coordinate and gather all information for special reports and requests
• Support the Program Cost Controls Lead in reviews and meetings
• Reconciliation and edits to the Cost Management System for Budget, Cost and Change Information
• Develop and coordinate the cost reporting requirements to assist PCM’s, PC, CM’s and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes.
• Oversee and review the output documents and reports generated by Cost Engineers within Program Controls
• Coordinate with Regional Project Controls for required project level reporting
• Ensure accuracy and completeness of processes and data for tracking Program wide Change Orders and BOC’s, ensuring all have been captured in the system accurately
• Support the development of Program’s Cost Management processes
• Develops monthly cost reports
• Coordinates with regional project controls staff for required project-level reporting
• Performs weekly QA/QC of the project cost data and communicates corrections.
• Assists the Program Cost Lead with loading the cost data into the Cost Management System to capture cost reports
• Prepares Program Controls functional unit Cost Budget
• Monitors and reports monthly on hours and cost for Budget, Forecast, and Actual
• Develops monthly accruals and burn rates for Program Director’s approval
• Communicates with project managers to acquire cost data from each project
• Provides monthly burn rates and reversal for monthly accruals
• Verifies changes are properly reflected in the cost forecast and assesses impact on contingency, escalation, and cash flow:
• Assists Program Cost Lead with cost forecasts and funding that conforms to the Cost Management Plan• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed• Degree in Quantity Surveying, Construction Management, Business or Engineering.
• Proficiency and knowledge of computer software applications Microsoft Excel, Microsoft Word, and Microsoft Outlook
• Familiar with transportation projects and disciplines• Ability to use analytical techniques to provide cost analysis and provide solutions; research and compile data and maintain accurate and complete project records; meet deadlines; work and communicate effectively with others using courtesy, respect, and sensitivity; and follow and adhere to company policies
• Extensive knowledge of principles and practices of project management and cost control; project cost planning and reporting techniques; construction project phases and disciplines
